SPECIAL PROVISIONS <br />1. General <br />These Special Provisions contain items of specific instruction and subject matter concerning <br />construction detail and/or are modifications to the General Conditions and Standard <br />Specifications. The Contractor shall conduct his work in conformance with the <br />specifications set forth herein and in accordance with the Minnesota Department of <br />Transportation Standard Specifications for Construction, 2016 Edition, which is incorporated <br />by reference to these specifications. <br />2. Project Schedule <br />The City of Ramsey anticipates, but does not guarantee, award of contract for the IP 17-03 <br />Crack Seal and Seal Coating Program on June 27, 2017, with work to be completed no later <br />than September 1, 2017. <br />3. Time for Completion and Liquidated Damages <br />The Contractor shall substantially complete the work within the time allowed as specified in <br />section 2 above. Failure to complete the project within this specified time shall result in the <br />payment as liquidated damages according to the schedule contained in Table 1807-1 of the <br />Minnesota Depailinent of Transportation Standard Specifications for Construction, 2016 <br />Edition. <br />4. Working Hours <br />The work shall be carried out during normal daylight working hours in accordance with local <br />ordinance and so as not to cause any unreasonable nuisance to affected residents. Under <br />emergency conditions, this limitation may be waived in writing by the Engineer in <br />conjunction with qualified local authority. Normal working hours in the City of Ramsey are <br />considered to be from 7:00 a.m. to 10:00 p.m. on Monday through Saturday. Any work <br />proposed on a Saturday must be approved 72 hours in advance to ensure adequate field <br />oversight by a City representative. Work on a Sunday is only allowed by City Council <br />approval. <br />5. Protection of Utilities and Structures <br />Overhead utilities, poles, mailboxes, etc. shall be protected against damage by the <br />Contractor, and if damaged by the Contractor, shall be replaced by them at their expense. <br />6. Maintenance of Traffic <br />A minimum of one lane of traffic shall be maintained on all residential streets during the <br />work. The Contractor shall have an operator on call at all times to ensure traffic movement <br />within the project. Local access shall be maintained at all times. <br />The Contractor shall notify the local Police and Fire Depailinents prior to commencing <br />construction that will restrict traffic on any City street to the degree that emergency traffic <br />SP 1 <br />
