Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #3 Consider Change Order for Elmcrest Park Parking Lot Improvements <br />Background: <br />Assistant Public Works Director Olson explained Elmcrest Park parking lot improvements were <br />approved for construction on July 2004. Soil borings indicated that clay soils were present under <br />most of the parking areas. Borings were not performed for all of the trail areas. The pavement <br />design included geotextile fabric and sand under the Class 5 aggregate due to the presence of the <br />clay. The sand was also specified to be placed under all trails. Areas of sand were found during <br />the excavation of the site and the extent of the geotextile fabric was reduced per the <br />recommendation of the geotechnical testing firm. Grading for the trails has encountered <br />extensive areas of sandy soils that will not require additional sand fill. The project design <br />anticipated sand would be available from the excavation of both ponds on the eastern side of the <br />site, thus the quantity of sand to be imported was reduced. The soils in the easternmost pond <br />turned out to be clay down to the excavated depth. These soils were used as fill below the <br />geotextile fabric, requiring import of additional sand. The lack of sand in the easternmost pond <br />required the import of additional sand to complete the project. The presence of sand under the <br />trails will reduce the required quantity of imported sand. <br />Motion to recommend that the City Council approve the request for Change Order #1 for <br />Elmcrest Park improvements. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #4 Consider Application for Obtaining Tax Forfeit Properties <br />Background: <br />Staff presented six outlot parcels which are predominately wetland that have become available <br />for acquisition through tax forfeiture. These parcels were identified by exhibit and include the <br />following legal descriptions: <br />1. Outlot B Chestnut Hill Addition <br />2. Outlot C Ramsey Meadows 2nd Addition <br />3. Outlot A Ramsey Meadows 4th Addition <br />4. Outlot A Chestnut Ridge 3Td Addition <br />5. Outlot A Chestnut Ridge 2nd Addition <br />6. Outlot B Chestnut Ridge 2nd Addition <br />Staff recommended that the City make application of the tax forfeit lands for public use of <br />drainage and utility purposes and open space. <br />
