Motion to recommend to City Council that the City make application of the tax forfeit lands for
public use of drainage and utility purposes and open space and directed staff to forward this
information to the Park Board.
Action:
Ratify the recommendation of the Public Works Committee.
Case #5 Receive Petition Requesting an All Way Stop at the Intersection of Radium
Street and 144th Lane
Background:
Staff stated on October 8, 2004 the City received a petition from five residents for posting an all
way stop control at the intersection of Radium Street and 144th Lane. This is a tee intersection
with Radium Street being a cul-de-sac street. Staff will be collecting traffic counts and
additional information on sight distances such that this request can be considered at the
November Public Works Committee meeting.
Action:
No action necessary.
Case #6 Update on 169th Avenue and Neon Street
Background:
City Engineer Jankowski reported at its September meeting the Public Works Committee
considered what measures might be undertaken to alleviate a problem which was being
experienced at the corner of 169th Avenue and Neon Street with vehicles sliding off the roadway.
As a part of the solution the Public Works Committee directed that the Police department speed
trailer be placed near the intersection to alert the neighborhood of the concern of excessive
speed, which is contributing to the problem. The speed trailer was placed at the intersection last
week. The report prepared by the computer capabilities of the trailer software indicates only a
small fraction of the motorists are exceeding reasonable speeds. Only three of 379 (less than
1 %) vehicles were found to be traveling at a speed greater than 40 miles per hour. The study
also shows the maximum travel speed of 87% of the motorists is 33 miles per hour or lower. The
results of this speed study might suggest that law enforcement be focused on the time periods
shown to exhibit the excessive speeds.
It was noted at the last meeting the Committee determined that they wanted to take down
information before the chevrons are installed and come back with information after the chevrons
have been installed. Often when the speed trailers are put out people start slowing down because
they did not realize they were going too fast. In this situation they are looking at just a few
people going at an excessive speed. It was suggested to install the chevrons and make a decision
after another couple weeks.
The consensus of the Committee was to direct staff to continue with the action as stated at the
last meeting.
