Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #7 50% City Contribution on Street Paving Projects <br />Background: <br />Staff reviewed that at the July 20, 2004 Public Works Committee meeting the Committee <br />recommended offering a City participation of 50% funding of the cost of paving Welcome's <br />Road (segments which include 163ra Lane, Uranimite Street, 164tb Lane, Sapphire Street and <br />164"' Avenue). At this same meeting the Committee also recommended similar City <br />participation on a project that would facilitate the paving of a St. Francis Boulevard frontage <br />road project, which would also facilitate a TH 47 trail. Staff has received inquiries from other <br />individuals who expressed interest in paving their dirt streets. At this point the 50% participation <br />has only been recommended for these two projects, however, there may be the perception that <br />this has become a City policy. Staff would like to receive clarification on the Council and <br />Committee's intent. <br />The consensus of the Committee was to direct staff to present the Committee with a proposal for <br />a program to implement the road paving projects in the City with 50 percent City financing. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />COMMITTEE/STAFF INPUT <br />1) Update on flashing light at Ramsey Elementary School and Fire Station No. 1 <br />Public Works Director Kapler reported that the county is refusing to lower the speed limit in <br />front of Ramsey Elementary School throughout the day, although they will support lowering the <br />speed during the time children are traveling to and from school. The county indicated they <br />would support bringing it to the County Board in 2005 to reimburse the City if they would like to <br />install flashing lights to indicate when the speed limits are in effect. <br />Motion to recommend that the City Council direct staff to install warning lights on CR 5 in front <br />of Ramsey Elementary School at a location agreed upon by the County and the City Police <br />Department. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Further Discussion: <br />Public Works Director Kapler indicated staff would also recommend flashing lights be installed <br />in front of Fire Station No. 1 as well. <br />
