C'NP Storage: Site Plan Review <br />.Tune 25, 2004 <br />Revised.,July 9, 2004, October 7, 2004, November 4, 2004 <br />Page 2 of ' 4 <br />Setbacks: The proposed buildings on the subject property meet or exceed the required 35-foot <br />front and rear yard and 20-foot side yard setback requirements. The site plan also shows a 60-foot <br />bufferyard between the proposed development and the residential property to the east, but not to <br />the north. The buffer -yard to the east meets the dimensional requirements in the E-1 District, but <br />the buffer -yard to the north does not. Your request for a variance to this requirement will be <br />before the Board of Adjustment on November 4, 2004. <br />City Code also requires a 20-foot setback between public streets and parking and maneuvering <br />areas. The proposed turnaround area at the terminus of 1481h Avenue does not meet this standard. <br />Again, your request for a variance to this requirement will be before the Board of Adjustment on <br />November 4, 2004. <br />Fence: At their July 1, 2004 meeting the Planning Commission recommended the installation of <br />a privacy -type fence along the subject property's common property lines with residential <br />properties to the east, north, and south. The revised site plan shows an 8-foot cedar privacy fence <br />around most of the site and an 8-foot wrought -iron decorative fence on Ramsey Blvd. <br />Landscaping: The revised plan landscaping plan indicates that seventy-eight (78) existing trees <br />will be preserved and that another twenty-two (22) will be installed. Additionally, the revised <br />plan shows thirty-six (36) shrubs that will be installed along Ramsey Blvd. <br />All species shown in the planting schedule are acceptable as outlined in the Ramsey Tree Book. <br />Furthermore, the sizes all meet the minimum requirements of City Code. <br />An eight (8) foot cedar privacy fence is being proposed along the northern, eastern, and southern <br />boundaries of the property. Also, plantings are proposed along both the northern and southern <br />boundaries (there are a number of trees also being preserved along the southern boundary). <br />Iowever, there are no proposed plantings along the eastern boundary which abuts at least five <br />single family residential properties. <br />Staff believes that, at a minimum, at least one (1) overstory tree should be planted adjacent to <br />each residential lot. The species of tree should be suitable for both wet and dry sites as it will be <br />immediately adjacent to the drainage pond. Some suggestions would include Fallgold Ash <br />(Fraxinus nigra `Fallgold'), Kentucky Coffeetree (Gymnocladus dioicus), Hackberry (Celtis <br />occidentalis), and Honeylocust (Gleditsia triacanthos). To accommodate these plantings, the <br />fence would only need to be shifted a couple of feet to the east to ensure adequate growing space <br />(it appears that the fence is proposed to be five feet from the property line). <br />Along the western property boundary (Ramsey Blvd), an eight (8) foot wrought iron fence is <br />proposed. Due to the transparent nature of this type of fencing, additional shrubbery should be <br />installed in the areas where there are larger gaps in the trees that are being preserved. The <br />shrubbery should have an upright growth habit, as opposed to a low -growing, spreading habit, <br />which will provide some screening of the site. <br />
