for the first year and up to $125,000 for the next four years. She stated that if the Council is <br />amenable, she would like to bring this item as a resolution to the next Council meeting. <br />Councilmember Elvig stated that he knows that staff is very busy and feels that this project <br />would involve hiring a consultant. He asked who the consultant would be and what the cost will <br />be. <br />Associate Planner Dalnes stated that as part of the RFP, the City will factor in staff time as well <br />as consultant time and it will be billed to Blue Cross Blue Shield. She stated that hiring the <br />consultant will be a separate contract process, but she feels that this will have a similar structure <br />as the Highway 10 corridor coalition operations. She stated that she envisions the consultant <br />having a background in project management rather than planning. <br />Mayor Gamec suggested contacting Allina as he feels they have a number of consultants <br />available and have coordinated this kind of project before. <br />Councilmember Elvig stated that if this grant would spin off toward creating a community <br />center/fitness center as a way to promote an active lifestyle, he asked why the City wouldn’t just <br />hire a full-time person, in house, and have them only work on this project for a year to get things <br />moving. <br />Associate Planner Dalnes stated that this could be done and stated that this is a multi-year grant <br />and the work plan needs to be written by the end of the year. She stated that the work plan will <br />take a lot of time. She suggested that the City work with a consultant to complete the work plan <br />and then consider bringing in someone full-time to focus on the implementation of the work <br />plan. She stated that Blue Cross Blue Shield has stated that, as part of the grant application, they <br />would like to see an elected official “champion” the project. <br />Councilmember Strommen asked if it will help that the City received the first grant. <br />Associate Planner Dalnes stated that she definitely thinks it will help because the City was the <br />only community that completed the health impact assessment during the first grant process. <br />2) Peddlers, Solicitors and Transient Merchants <br />City Clerk Thieling stated that there have been a few issues that are not covered under the City <br />Code and staff would like some guidance. She stated that currently the Code states that transient <br />merchants engage “temporarily” in the businesses of selling wares. She stated that the problem <br />is that the word “temporarily” has not been defined. She stated that staff is suggesting that this <br />be defined as 6 months to allow for seasonal items to be sold. <br />Mayor Gamec stated that he wonders if the City has someone like a Plants and Things business, <br />whether the City should have someone else come in that sells the same type of items and be able <br />to set up a business for just 6 months.
