City Clerk Thieling stated that she wanted to clarify that for farmer’s markets, where someone is <br />selling their own, homegrown produce, they do not have to have a transient merchant license. <br />Councilmember Elvig stated that he agrees that 6 months is too long. <br />Councilmember Olson asked if this would effect the stand set up seasonally at Coborn’s. <br />City Clerk Thieling stated that that stand is on Coborn’s property and is covered in their zoning, <br />so they would not be effected by this either. <br />Councilmember Dehen asked if the idea of making the time period for this license less than 6 <br />months was to give some protection to businesses and discourage competition. <br />Mayor Gamec stated that is his mindset. <br />Councilmember Dehen asked whether the Council should be deciding which businesses need <br />protection. <br />Mayor Gamec stated that he doesn’t think this is saying which businesses are protected, but just <br />putting a time limit across the board for all transient merchants. <br />Councilmember Strommen stated that she would support a shorter time frame because she <br />doesn’t want the City taking on the image of a flea market. <br />Associate Planner Dalnes noted that Diamonds has applied for a permit to hold a flea market and <br />it will be on an upcoming agenda. <br />City Clerk Thieling explained that the reason the time frame issue came up is that a recent <br />transient merchant came in and filled out the date of the permit as 2008, and there was nothing <br />specified in the Code to stop it from being for the entire year. <br />Mayor Gamec suggested that the time frame be 60 days. <br />Councilmember Dehen asked whether door-to-door salesmen are required to be licensed. <br />City Clerk Thieling stated that are required to have a license and the City’s fee is $100 but, <br />recently added a $35 fee so everyone can carry badges, similar to the City employee badges <br />making it clear that the City has licensed these individuals. <br />Councilmember Look arrived at the meeting. <br />Councilmember Olson asked if kids selling things were required to be licensed, such as Boy <br />Scouts selling wreaths. <br />City Council Work Session / March 3, 2008 <br />Page 3 of 9 <br /> <br />
