City Clerk Thieling stated that the City does not make non-profit entities or kids get a license, <br />but noted that many times they inform the City that they will be out in neighborhoods selling <br />things. <br />Councilmember Elvig stated that he likes the idea of the merchants having a badge, but asked <br />that careful consideration be given to how they are printed, because he does not want people to <br />think that once they have this badge they are set and can keep coming back. He suggested that <br />the dates they can be selling things be printed in bright red. <br />There was a Consensus to have a 60-day time limit to define the word “temporarily” in the <br />transient merchant portion of the City Code. <br />Councilmember Strommen suggested that the definition of transient merchant be put into the <br />requirement section so it can be more clearly understood. She asked whether the <br />ban on the ”use of devices to attract attention” applied to ice cream trucks. <br />City Clerk Thieling stated that this does not apply to the ice cream man. She stated that this does <br />not apply to the ice cream man because he does not set up a semi-permanent location. She noted <br />that she gathered information from other cities and noted that this wording is not yet in the City <br />Code. <br />Mayor Gamec suggested that the badges be a different color than the City employee badges. <br />Councilmember Dehen suggested that the merchants be required to wear the badges. He asked <br />about the rules for revocation of this license and suggested that 7 days is a reasonable time. <br />City Clerk Thieling stated that she will make the suggested changes and this item will be on the <br />Consent Agenda at the March 11, 2008 Council meeting. <br />3) Review Report from 2008 Strategic Planning Session and updated 2008 Five Year <br />Goals <br />Assistant City Administrator Nelson stated that she had gotten feedback from both Council and <br />staff regarding the facilitator used at the Strategic Planning Session and the facilitator has agreed <br />to reduce her fee. <br />Councilmember Dehen asked what concerns were raised about the facilitator. <br />City Administrator Nelson stated that the feedback was that she was not very organized or <br />prepared. She stated that the facilitator came in 30 minutes late on Saturday morning, which was <br />very disheartening. <br />City Administrator Ulrich stated that Councilmember Strommen brought up the point about the <br />Ramsey3 process and, with this in mind, suggested that the vision discussion be put on hold until <br />that process is completed. <br />City Council Work Session / March 3, 2008 <br />Page 4 of 9 <br /> <br />
