Councilmember Strommen stated that she does not think all the things the term “green”
encompasses can be listed. She stated that it includes things like sustainable resources, energy
efficient and recycled materials.
Councilmember Look suggested that the words “economically feasible” be included.
Councilmember Olson stated that not everyone is looking for economically feasible housing
when they are building, but looking for a cost savings on the back side, with lower energy bills.
She stated that she would also like to see the City explore opportunities for conservation
measures in existing housing. She stated that she would like to see the City work to educate
people and possibly have things made available at cost.
Councilmember Look expressed concern with the term “explore” opportunities.
Councilmember Strommen stated that she thinks it is as simple as researching what options are
available and then coming back to talk about it with the residents.
Councilmember Elvig stated that he feels that “green” is a trend that is here to stay.
City Administrator Ulrich stated that the Council should keep in mind that there are possible
benefits to encouraging “green” development. He stated that being known as a City with this
type of development may make the City a trendy community. He stated that this goal is about
the housing plan and not energy or environment issues, unless the Council would like to create
an additional goal surrounding those issues.
Councilmember Olson stated that she has thought about this issue in relation to water
consumption. She stated that if people could water their lawns with gray water or drip tapes,
there wouldn’t be as much water wasted.
City Administrator Ulrich stated that this is a relevant issue for the City to be involved in
because it also has a financial impact on the City.
Assistant City Administrator Nelson suggested that the language be changed to “explore
conservation opportunities in existing housing and consider public education in the community”.
She suggested adding a bullet point about expanding the opportunities to attract higher end
executive housing.
There was a Consensus to support the new language suggested by Assistant City Administrator
Nelson for goal 6.
Councilmember Dehen asked what the bullet point about “longer term housing rather than trendy
styles” meant.
Assistant City Administrator Nelson stated that this was something that came from the Strategic
Planning session.
City Council Work Session / March 3, 2008
Page 7 of 9
