Motion by Chairperson Nixt, seconded by Board Member Reeve, to adopt Resolution #02-06- <br />136 adopting Findings of Fact #0618 relating to (3eno and Laurie Ronallo's request for a <br />variance. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Board Members Reeve, Brauer, and Kociscak. <br />Voting No: None. Absent: Board Members Johnson, Sweet, and Watson. <br /> <br />Case #5: <br /> <br />Request for a Variance to the 4 Units in 40 Acres Density Restriction and Lot <br />Size; Case of Robert & Kim Longfield <br /> <br />Chairperson Nixt closed the regular portion of the Board of Adjustment meeting at 8:11 p.m. in <br />order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 8:11 p.m. <br /> <br />Presentation <br /> <br />Principal Planner Trudgeon noted the applicant is requesting a variance to the 4 in 40 density <br />restriction and minimum lot size of 10 acres. The applicant is proposing to subdivide his lot to <br />create a new 2.06-acre lot and keep a 7.94-acre lot for his homestead. Staff informed the <br />applicant that the recently adopted Comprehensive Plan removed the 4 in 40 density restriction <br />and reduced the minimum lot size. The revised zoning ordinance implementing these changes is <br />currently being considered by the City Council. The applicant is proceeding now in anticipation <br />of the proposed changes. The Longfield property is surrounded by lots of various lot sizes, <br />ranging from 2.5 acres to 40 acres. He pointed out the applicant will not need a variance to the 4 <br />in 40 density restriction once the new code takes effect. Principal Planner Trudgeon said the <br />applicant will need to receive a variance to create both of the lots. The proposed zoning <br />Ordinance being considered by the City Council reduces that minimum lot size to 2.5 acres in <br />most of rural Ramsey. Even with the new ordinance, a variance will be needed since the <br />applicant is proposing to create a lot smaller than 2.5 acres. The applicant states that there are <br />two reasons why the variance to lot size is needed; the location of the existing house makes it <br />difficult to create a 2.5 acre lot; and that one-half of an acre of the applicant's land was dedicated <br />as right-of-way as part of the Echo Ridge Estates platting done in 1991. Staff has looked at the <br />parcel and has determined that while it may be difficult, it is not impossible to create a 2.5-acre <br /> <br />Board of Adjustment/June 6, 2002 <br /> Page 10 of 15 <br /> <br /> <br />
