4. PROPOSED IMPROVEMENTS <br />4.1 Street and Stormwater Improvements <br />The segment of Sunwood Drive between Ramsey Boulevard/CSAH 56 and Bunker Lake <br />Boulevard/CR 116 is part of the City's Municipal State Aid System (MSAS). Any proposed <br />improvements must therefore be designed and constructed in accordance with current Minnesota <br />Department of Transportation (MnDOT) State Aid standards, which are generally based on the <br />street's functional classification, projected traffic volume, design speed, lane designations and <br />widths, and proposed pedestrian facilities. <br />Based on the proposed design, Sunwood Drive must be reconstructed in accordance with State <br />Aid Rule 8820.9936 (Minimum Design Standards, Urban; New or Reconstruction Projects) or <br />8820.9946 (Minimum Design Standards, Urban; Reconditioning Projects). This will depend on <br />the percentage of damaged curb and gutter that needs to be removed and replaced, which will be <br />determined during final design. If more than 20 percent of the existing curb and gutter needs to <br />be removed and replaced, the minimum design standards for State Aid Rule 8820.9936 must be <br />followed. Otherwise, State Aid Rule 8820.9946 will govern. <br />The general location and scope of the proposed improvements is shown in Figure 1 in Appendix <br />A. <br />4.1.1 Street Improvements <br />Sunwood Drive is proposed to be reconstructed at a width matching the existing width <br />which permits on -street parking along both sides of Sunwood Drive. This design will <br />meet current State Aid standards. All damaged B618 concrete curb and gutter is <br />proposed to be removed and replaced in kind. A typical section for the proposed <br />pavement reconstruction improvements is shown in Figure 2 in Appendix A. <br />The proposed reconstructed bituminous pavement design must accommodate a 10-ton <br />design in accordance with MnDOT State Aid design standards. City staff is proposing a <br />pavement section design of 2 inches bituminous wear course, 2 inches bituminous base <br />course, and 5 inches of base composed of stabilized full depth reclamation material. This <br />pavement section would be constructed over the existing subgrade after reshaping and <br />compacting. <br />The proposed pavement design should result in a minimum pavement life of 30 years, <br />assuming that proactive, regular pavement maintenance treatments are performed during <br />the life of the pavement. While a 60-year design life would typically be targeted for a <br />reconstructed street, this project is not proposing a full reconstruction due to the good <br />condition of the majority of existing 20 year old curb and gutter. Therefore, only the <br />aggregate base and bituminous pavement are proposed to be reconstructed at this time. <br />At the time the rest of the existing curb and gutter needs to be replaced, which may be 30 <br />or more years in the future, Staff will evaluate the condition of the existing pavement <br />section and the existing utilities to determine what improvements are needed at the time, <br />if any. <br />Feasibility Report <br />Sunwood Drive Reconstruction <br />City of Ramsey Project No. 17-00 <br />Page 6 <br />
