The following will be considered minimum contents of the proposal and must be <br />submitted in the order listed: <br /> <br />A. Company name, business address, the contact person's name, telephone and <br /> fax number, email address (if available). <br /> <br />B. A statement of the objectives, goals, and tasks to show or demonstrate the <br /> responder's view of the nature of the contract. <br /> <br />C. A description of the deliverables to be provided by the responder. <br /> <br />Do <br /> <br />An outline of the responder's background and experience with examples of <br />similar work done by the responder and a list of personnel who will conduct the <br />project, detailing their training and work experience. No change in personnel <br />assigned to the project will be permitted without the written approval of the state <br />program manager. <br /> <br />A detailed work plan that will identify the major tasks to be accomplished and be <br />used as a scheduling and managing tool, as well as the basis for invoicing. The <br />work plan must present the responder's approach, task breakdown, deliverable <br />due dates, and personnel working on the project and the hours assigned to each <br />individual to reach the project results. <br /> <br />Consultants shall not withdraw their Proposals for a period of 30 days, during which <br />time the City will proceed with its selection process. <br /> <br />All information supplied as part of a Proposal is subject to the Minnesota Government <br />Data Practices Act contained in Minnesota Statutes, Chapter 13. Such information is <br />classified as public data unless it falls into one of the exceptions under said law. <br /> <br />PROPOSAL EVALUATION <br /> <br />All responses received by the deadline will be evaluated by representatives of the City <br />of Ramsey, Anoka County and the Minnesota Department of Transportation. In some <br />instances, an interview may be part of the evaluation process. A 100-point scale will be <br />used to create the final evaluation recommendation. <br /> <br />The Contractor for this project will be selected using Qualification Based Selection <br />(QBS). QBS is a selection process where the qualifications of the project team and the <br />quality of the technical proposal are evaluated. This process solicits a written technical <br />proposal from all prospective responders listing their company experience, experience <br />of key project personnel, ability to adhere to standards and project schedule to the tasks <br />needed for this project. Cost is not a consideration in the selection, but will be <br /> <br /> <br />
