He advised at this point of moving into a more <br />detailed design process they typically submit for the city's Planning Commission review to make <br />sure they get good feedback from the Planning Commission regarding design concepts. They <br />anticipate submitting for Planning Commission review in December. <br /> <br />Mr. Baxley presented the model of the Ramsey Municipal Center and reviewed the project <br />description. He explained the plantings will likely be an initial section with an annual planting <br />program. <br /> <br />Mayor Gamcc suggested a fountain or a water feature on the site. <br /> <br />Ms. Badinger reviewed the schedule and budget for the Ramsey Municipal Center. She indicated <br />the project is scheduled to go before the Planning Commission for preliminary site plan review <br />on December 2, 2004. It is scheduled to go before the Council for preliminary site plan approval <br />on Decelnber 15, 2004 and final site plan approval on January 11, 2005. She reviewed the time <br />fi'amc for bids and the awarding of contracts and indicated the proposed schedule is for <br />occupancy in October of 2006. <br /> <br />Assistant Community Development Director Trudgeon advised of the need to be sure the Council <br />is comfortable with moving ahead with this schedule. He explained when the project goes before <br />the Planning Commission the question will likely come from the Commission if the new City <br />Hall bas been decided on. <br /> <br />Councihnember Strommen requested the Council be able to review the financial analysis, <br />including the analysis on remodeling the current City Halt, prior to this going before the Planning <br />Commission. <br /> <br />Councihnember Kurak indicated it would be beneficial to include plans for the site of the present <br />City Hall, as there will be land left over from the site that will be of value. <br /> <br />Assistant City Administrator Nelson replied the cost for remodeling the cun'ent City Hall site has <br />been estimated at $240,00 to $245,000. The structure has electrical, HVAC and water problems. <br />She explained the current site for the Police Facility was not analyzed for accommodating future <br />growth. This analysis can be completed, but funds would need to be expended to do that. <br /> <br />Ms. Badinger indicated the current City Hall was estimated at a cost of $240,000 to $250,000 to <br />remodel. The new building that has been designed with the parking garage is estimated at <br />$240,000. She explained the current Police Facility is not ADA compliant and does not have a <br />sprinkler system. <br /> <br />Councihnember Elvig stated he agrees they do not want to spend $20,000 to $30,000 on a study, <br />but he l'eels strongly the Council needs the estimates that have been presented in written fon~. <br /> <br />Councihnember Kurak noted the City will lose the land for the City Hall if it is not used in five <br />years. <br /> <br />City Council Work Session/November 9, 2004 <br /> Page 2 of 3 <br /> <br /> <br />
