Case #15: <br /> <br />Receive Quotes and Award Contract for Armstrong Boulevard Watermain <br />(Improvement Project 04-35) <br /> <br />Councihnember Zimmerman noted quotes were received at the September 9~3, 2004 Council <br />meeting for tl5s project. Staff was directed to revise the plans and request new quotes. <br /> <br />Councilmember Elvig commented these quotes came in under the Engineer's estimate: <br /> <br />Motion by Councihnember Zimmen-nan, seconded by Councih:nember Cook, to' adopt Resolution <br />#04-10-314 accepting the quote from Dave Perkins Contracting, Inc. in the amount of <br />$38,592.00. <br /> <br />Motion came& Voting Yes: Mayor Gamec, Councihnembers Zimmennan, Cook, Elvig, Kurak, <br />Pearson. and Strommen. Voting No: None. <br /> <br />Further Discussion: Councilmember Elvig inquired about the time frmne for Coburn's. <br />Assistant Public Works Director Olson replied the developer just infom~ed him they would like <br />to have the footings and foundation completed on November 10'h. <br /> <br />Case #16: <br /> <br />Receive Bids and Award Contract for Improvement Project #04-30, Bridge <br />No. 02569 Rhinestone Street <br /> <br />Assistant Public Works Director Olson indicated authorization to advertise for bids for <br />Improvement Project #04-30 was ordered on July 13, 2004. Bids were opened and tabulated on <br />October 7, 2004. Staff realizes this is higher then the original cost estirnates; however, the bids <br />are within the dollar amount originally slated as part of the Master Development A~eement, and <br />additional monies will not be needed from the taxpayers to fund this project. He explained this <br />project is for the construction of Rhinestone Street, which is an inte~al part of the improvements <br />associated with Ramsey Town Center and the plans for Rhinestone Street include a bridge to <br />allow for a pedestrian underpass. The funds would come fi'orn an advance fund request from <br />state aid money, as well as 80/20 assessments. Redstone Construction Company, Inc was the <br />low bid at $999,279.30, which is approximately eight percent above the Engineer's Estimate. <br />However, in comparing the bridge costs with the feasibility estimate of $540,000 the total <br />additional costs with engineering and administration are approximately $610,000 higher than <br />originally estimated. Reasons for the increase in costs are improved aesthetics, increase in steel <br />and concrete prices, replacement of unstable foundation soils and increase in height for the <br />pedestrian underpass. It is staff's recommendation to award the contract to Redstone <br />Construction in the amount of $999,279.30. <br /> <br />Assistant Public Works Director Olson indicated staff had originally planned on Hakanson <br />'Anderson completing the construction inspection of the bridge; however, Hakanson .Anderson <br />does not have anyone certified to do bridge inspections. Staff is recotmnending the inspection be <br />completed by URS. The estimate before the Council is well within the range for professional <br />services in a contract of this size.
