CASE <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF RIVER'S BEND <br /> ADDITION; CASE OF ELIZABETH RAUDIO AND <br /> RAMSEY CENTER PARTNERSHIP <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />3RD <br /> <br />Background: <br /> <br />Elizabeth Raudio and Ramsey Center Partnership are requesting preliminary plat approval of <br />River's Bend 3rd Addition. The plat is located east of St. Francis Blvd. N.W., adjacent to River's <br />Bend and consists of approximately 22 acres. The proposal is develop the property with 5 <br />commercial lots, 27 single family urban lots, and 5 12-unit multiple residential structures. <br /> <br />The property is presently zoned B-1 Business and the applicants have applied for a rezoning to <br />permit the development of the single family and multi-family units. <br /> <br />With respect to park dedication, there is an agreement between the City of Ramsey and Ramsey <br />Center Partnership dated January 10, 1980 that exempts this particular property from any park <br />dedication in lieu of property donated to the City and County for various purposes. <br /> <br />Protected Wetland #680 falls within the northeast comer of the plat. At the date of this writing, the <br />City had not received DNR's review comments regarding the plat. <br /> <br />If the plat is rezoned and receives approval, consideration should be given to requiring a financial <br />guarantee at the time of final plat approval to assure that screening will be installed as a buffer <br />between the proposed multi-family development and the existing single family development <br />adjacent to the plat, and maybe even the proposed single family development in River's Bend 3rd <br />itself. If the City chooses to move in this direction, the applicants should be required to submit a <br />landscaping plan at the time they seek final plat approval. <br /> <br />I would like to note that the developers are proposing to develop the multi-family section with 5 12- <br />unit buildings. With the process we are now going through, the City is only platting and rezoning <br />that property which will be permitted for multi-family use. There are many variables in the Code <br />relating to multi-family structures. The size of the buildings and the required off-street parking will <br />depend on the number of bedrooms in the units. At the time the developer requests site plan <br />approval from the City for the construction of the multi-family sumcmres, we will know beuer how <br />many structures will fit on the site in accordance with City Code. <br /> <br />With regard to the private drive access fi'om the multi-family lot onto St. Francis Blvd. N.W., the <br />City Engineer has suggested that it is an issue to be resolved at the time site plan approval is sought <br />for the multi-family structures.
