CASE

REQUEST FOR SKETCH PLAN REVIEW OF HAVEN ESTATES, A MINOR
SUBDIVISION; CASE OF KEITH BORGESON
By: Zoning Administrator Sylvia Frolik

Background:

Mr. Keith Borgeson is requesting a minor subdivision to replat Lot 1, Block 9, Fox Ridge Estates
and Lots 3 and 4, Block 5, Klemish Addition for the purpose of enhancing the buildability of Lots
3 and 4 in Klemish Addition.

The following items are enclosed for your information:

a)
b)
c)

Site location map
Sketch plan
City Staff review letter dated April 28, 1994

Observations:

The property is zoned R - 1 Rural Residential. The southern portion of the proposed plat,
currently Lots 3 and 4 of Klemish Addition, are covered by wetlands and the replat is intended to
convey buildable land from what is currently designated as Lot 1, Block 9, Fox Ridge Estates to
these lots to render them marketable and buildable.

The proposed minor subdivision is in compliance with the current 4 in 40 density regulations as the
replat is not increasing the density from what currently exists.

Lot 1 would continue to receive access from St. Francis Blvd. N.W. with a backup access onto
Potassium Court in the event the St. Francis Blvd. access is eliminated in the future. Lots 2 and 3
would continue to receive access from 168th Avenue. Any filling of wetlands to construct
driveways in the southern portion of the plat will require certification of exemption to replace by
the Lower Rum River Water Management Organization.

The plat will be reviewed by the Park Commission on May 12. It is anticipated that park
dedication will consist of cash and land to extend the trail adjacent to St. Francis Blvd.

The City Staff review letter points out an alternative plat design that would provide an outlot to
facilitate a larger development plan in the future with the adjacent property to the west.

Recommendation:

City Staff recommends approval of the concept and intent of the minor subdivision. However, the
exact configuration should be determined following discussions with the developer at the meeting
on May 3.

Commission Action:

Motion to:
Accept/deny the sketch plan for Haven Estates and recommend City Council approve/deny
the final plat as discussed.

Review Checklist:

City Engineer
Zoning Administrator

PC: 5/3/94
