CASE <br /> <br />REQUEST FOR SITE PLAN APPROVAL; ANOKA RAMSEY SPORTS CENTER <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />John Noard of the Anoka Ramsey Sports Center at 6760 Hwy. #10 N.W. is requesting site plan <br />approval to expand the accessory storage building on the property. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated June 30, 1994 <br /> <br />Observations: <br /> <br />As you can see by the site plan presented, the configuration of the Anoka Ramsey Sports Center <br />parcel is changing. As a result of the realignment of Feldspar Street N.W. associated with the <br />Rivenwick Development, the agreement that has been negotiated consists of Ivan Schwartzman <br />deeding the abandoned Feldspar right-of-way to the City. The City will then deed the property to <br />John Noard .for the purpose of expanding his off-street parking and maneuvering area. As <br />compensation for property received, Mr. Noard will pave the new section of Feldspar Street N.W. <br />from Rivenwick to Highway #10. <br /> <br />The proposed site plan meets all of City Code requirements with respect to lot coverage, setbacks, <br />number and design of off-street parking spaces and loading areas, landscaping and architectural <br />standards. Areas needing to be addressed include amount of accessory building space allowed in <br />the B-3 Highway Business District, site drainage and access. <br /> <br />Accessory building space in the B-3 Highway Business District is restricted to 30% of the gross <br />floor area of the principal building unless otherwise approved by City Council. Mr. Noard's <br />principal building is 10,500 square feet in size. With the proposed expansion to the storage <br />building, Mr. Noard's accessory building space will be 12,000 square feet. In lieu of the fact that <br />the intent of the expansion is to reduce or eliminate outside storage of inventory on the property, an <br />activity which is no longer permitted in the Highway business district, City Staff recommends that <br />the accessory building space be allowed to exceed standards established in City Code. <br /> <br />The site currently contains one access onto Riverdale and one onto Feldspar; the site plan proposes <br />an additional access onto Riverdale. After the expansion, it doesn't appear that the existing access <br />onto Riverdale will serve any particular function and Staff recommends elimination of it. <br /> <br />The applicant will have to obtain a permit from the Lower Rum River Water Management <br />Organization for the development as the facility discharges directly into the storm sewer which <br />empties into the Mississippi River. <br /> <br />Recommendation: <br /> <br />City Staff recommends site plan approval contingent upon compliance with City Staff review letter. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council approve/deny the proposed site plan for Anoka Ramsey <br />Sports Center contingent upon compliance with City Staff review letter dated June 30, <br />1994. <br /> <br />Review Checklist: City Engineer <br />PC: 7/5/94 <br /> <br /> <br />
