Mayor Gamec stated that there are problems with heating and cooling for the area because of the
high ceiling, the stairway is another issue. At this time they are looking for a temporary fast fix
to the problem.

Councilmember Hendriksen replied that ceiling height and length of time weren't compelling
arguments.

Mr. Baxley noted that the other issues would be security and the overall cost of the completing
the project. What has been proposed, for a relatively small cost, has provided adequate space and
updates the area.

Councilmember Hendriksen replied that the option presented does not add any additional square
footage. In his scenario, they would be adding a lot of additional square footage for office space.
He stated that he did not understand the reluctance especially when they are spending $8,000 to
reconstruct the counter space, which he thought was the main objection.

Councilmember Kurak stated that they are not adding square footage, but they are getting
additional office space by better utilizing some of the space.

Councihnember Zimmerman questioned the estimated cost to complete the project as
recommended by Councilmember Hendriksen.

Mayor Gamec noted that at the last work session it was stated that it would cost at least $82,000.

Ms. Boddinger noted that the big unknown at the previous work session pertaining to that option
was the cost of the electrical and ventilation.

Councilmelnber Hendriksen stated that they are talking about doing one solution in an
extravagant way and then doing a minor band-aid and not addressing all the issues. He felt that
they could do what he suggested for the same amount of money as the project presented created
additional space. There would not be additional employees so the amount of electrical use would
not increase. He did not think that they should spend a significant amount of money without
adding workspace.

Councihnember Kurak felt that what was presented by the consultant was a good idea and
needed to be done as soon as possible for the employees. She did not feel that tuming the main
entrance area into office space was reasonable because it does not have good ventilation or
heating.

Councilmember Anderson inquired if the consultant's direction was to come up with a specific
plan or was it open-ended.

Mr. Baxley replied that they were directed to develop a short-term solution to eliminate some
inefficiencies that currently existed with cost being a large factor.
