Mr. Johnson replied that he had talked to a couple different cities and they seemed comfortable
with the level of service provided.

City Administrator Norman noted that LOGIS is government entity not a private sector.

Councihnember Hendriksen stated that some of the questions that need to be answered are what
are the costs associated with LOGIS, is there a contract that needs to be signed. He had
previously heard good things about Netmark and he personally interviewed with them. To him it
seems as if once there was a staff change everyone became unhappy with Netmark. He felt that
it was a personnel issue more than anything. He thought what they needed to do is to find
someone who can perform well for the City. If the personnel issue cannot be resolved by
Netmark they should be looking at another vendor rather than looking solely at LOGIS.

Mr. Johnson replied that Netmark has been informed many times about the problems and has not
corrected the issue. The other reason LOGIS was recommended was that the City already uses
LOGIS for some services and the overall cost should be lower.

Councihnember Hendriksen stated that if that statement was true then he might agree, but his
impression is that LOGIS will be more expensive and less responsive.

Mr. Johnson replied that in the case of LOGIS, at the end of the day if they have a higher cost it
is because they have a higher cost model, but they should be able to offer the service at a market
rate.

Councilmember Hendriksen stated that they need to get the costs in order to make those
comparisons. He inquired if those costs were available.

Mr. Johnson replied no, explaining that the costs would depend on the services they provide. He
recommended that the City submit a list of services that they would like LOGIS to provide for a
price quote.

City Administrator Norman stated that he would get a quote from LOGIS.

Councilmember Hendriksen stated that it was his perception that very few cities use the services
of LOGIS.

Mr. Johnson replied that he had thought that four or five cities used LOGIS for desktop support.

Councilmember Hendriksen inquired as to what cities those were.

City Administrator Norman replied that he will get the names of those cities and report back to
the Council.

City Council/January 15, 2002
