boundary of the plat. A cul-de-sac would extend east off of Lithium to service the remainder of <br />the lots. The existing homestead will have access to the cul-de-sac. The plat has been forwarded <br />to Mn/DOT for review and it is expected that they will suggest that the two existing driveways <br />onto T.H. #47 fi'om the existing homestead be abandoned and that right of access along T.H. #47 <br />be dedicated to the State. The proposed cul-de-sac does not exceed the 600-foot length <br />restriction. All of the lots meet the 10,800 square foot lot area and 80 foot lot width (measured at <br />the building setback) requirements. Although density transitioning is currently not required <br />between neighborhoods of differing densities, the Developer has provided for two one-acre lots <br />on the common property line with the larger existing rural lots to the north. Sidewalks will be <br />required along 158o. and Lithium Streets. The Park and Recreation Commission met on <br />September 20, 2001, and recommended that park dedication be satisfied by the dedication of a <br />20-foot trail easement running parallel to State Highway #47 and a cash contribution. The <br />Commission also recommended that the Developer be required to pave a trail running from the <br />northerly limits of River Pines 5th Addition to the southerly limits of Apple Ridge, with the cost <br />of trail construction outside the limits of River Pines 5th Addition being credited towards trail <br />fees due on the plat. The Planning Commission met on January 3, 2002, and conducted the <br />public hearing regarding the proposed preliminary plat. There were no written or verbal <br />comments submitted at the hearing. The Planning Commission recommended preliminary plat <br />approval. <br /> <br />Councilmember Zimmennan stated that at a previous meeting the Council had authorized some <br />money for a turnaround and inquired if the developer would be refunding that money to the City <br />since the street is now going through. <br /> <br />Community Development Director Frolik replied that she did not believe that the funds were <br />paid because the plat was approved. <br /> <br />Director of Public Works/Fire Chief Kapler noted that he would verify that information. <br /> <br />Councilmember Zimmerman inquired if a trail fee was collected for the Apple Ridge subdivision <br />to cover the costs of the trail along T.H. #47. <br /> <br />Community Development Director Frolik replied that she was not sure if trail fees were collected <br />when Apple Ridge was platted. She explained that the trail would be constructed from River <br />Pines 5'h Addition to Apple Ridge with the developer receiving credit towards trail fees for the <br />trail construction within the Apple Ridge development. <br /> <br />Councilmember Hendriksen stated that the Council agreed to use trail fees at the Finance <br />Committee level for a master trail plan, but if they use all of the trail fees for trails within a <br />development they will not be receiving the additional funds to pay for the cost of the master trail <br />plan. <br /> <br />Comlnunity Development Director Frolik noted that the trail construction within the <br />development would not be credited towards trail fees. <br /> <br />City Council/January 22, 2002 <br /> Page 11 of 25 <br /> <br /> <br />
