an existing single-family lot. The units are also setback at least 35 feet from the proposed Iodine <br />Street right-of-way. The townhome units meet the setback requirements from the exterior <br />boundary line. The townhome portion of the development will consist of ttu'ee (3) three-unit <br />buildings, five (5) four-unit buildings, one (1) six-unit building and seven (7) eight-unit <br />buildings. City Code establishes that multiple family structures of 3 or more units are subject to a <br />site plan review. The townhome units within the development consist of two types, a row-house <br />style and back-to-back style. The row-house style buildings have three-, four-, or six-units with <br />split-entry floor plans and reach a height of 27 feet. The row-house units have 1,694 square feet <br />and each one has three bedrooms. The back-to-back structures all have eight units and are two <br />story buildings reaching a height of 35 feet. The eight-unit buildings range from 1,655 to 1,667 <br />square feet in size and all have three bedrooms. The exteriors of all of the townhouse buildings <br />are proposed to consist of primarily vinyl siding with accent brick around the garages. The roof <br />will have asphalt shingles. Each unit will have an attached double car garage. The townhomes <br />will be accessed through a combination of public and private roads. The public roads will have <br />60 feet of right-of-way and will be constructed 30 feet curb to curb. The private roads will be 24 <br />feet wide. The development agreement will require the private streets to be constructed and <br />maintained to City street standards. The landscaping plan is generally acceptable subject to the <br />revisions requested in the staff review letter. At their January 3, 2002 meeting, the Planning <br />Commission recommended site plan approval contingent upon compliance with the City Staff <br />Review letter, final plat approval, and the property being rezoned to R3-U. <br /> <br />Motion by Councihnember Anderson, seconded by Councilmember Kurak, to grant site plan <br />approval for the townhomes proposed as part of The Ponds subdivision contingent upon <br />compliance with the City staff review letter dated December 28, 2001, final plat approval, and <br />the property being rezoned to R-3U. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, and Kurak. Voting <br />No: Hendriksen and Zimmerman. <br /> <br />Case #4: <br /> <br />Request for Final Plat Approval of McDonald 2"a Addition; Case of Robert <br />McDonald <br /> <br />Principal Planner Trudgeon stated that Robert McDonald is requesting final plat approval to <br />replat McDonald Addition (2 lots) into 4 lots. The plat is approximately 43 acres in size. Mr. <br />McDonald currently owns 38.22 acres and Mr. Makowsky owns 5.38-acres (for a total of 43.60 <br />acres) and they would like to replat their parcels to create two more lots that will consist of 2.5 <br />acres and 3 acres each. The City Council approved the 2001 Comprehensive Plan on December <br />18, 2001, and it includes abolishing the four units in 40 acres density restriction in the rural area. <br />However, City Code has not yet been updated to remove this density restriction and, therefore, <br />this plat is still subject to that requirement. The plat complies with 4 units in 40 acres restriction <br />and upon completion of the Chapter 9 rewrite, the property will be eligible to resubdivide to a <br />density of 1 unit per 2.5 acres. The newly created and existing lots meet the 200 feet of frontage <br />on a public road requirement. All of the lots meet the 2.5 acre minimum lot size requirement. <br />The standard drainage and utility easements are provided along the perimeter of each of the lots. <br /> <br />City Council/February 12, 2002 <br /> Page 25 of 33 <br /> <br /> <br />
