Counc i lmemb er <br />adoption <br /> <br />introduced the following resolution and moved for its <br /> RESOLUTION 488- <br /> <br />RESOLUTION DEFINING THE AUTHORITY OF THE CITY ADMINISTRATOR <br /> <br /> WHEREAS, City Charter Section 6.03 requires that the City Council <br />will, by resolution, establish the powers, duties, and reporting requirements <br />of the City Administrator; and <br /> <br /> WHEREAS, City Code Section 10.5 defines the duties of the City <br />Administrator; and <br /> <br /> WHEREAS, it is the desire of the City Council to define the powers <br />and duties of the City Administrator in accordance with the City Charter. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, 7~NOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) That the City Council does hereby delegate the responsibility and <br />authority to transfer, assign, direct, discipline, and s~spend o~p~ ~yoos and <br />a_~djust grievances of the City of Ramsey under his supervision to David Hartley, <br />City Administrator. <br /> <br /> 2) That the City Council does hereby delegate the responsibility and <br />authority to ~ire. promote, discharge, and reward non-department head employees <br />of the City of Ramsay under--is supervision to David Hartley, City <br />Administrator. <br /> <br /> 3) That the City Administrator may, if he deems appropriate, <br /> elegate the aforestated authorities and responsibilities to other employees of <br />I~the City of Ramsey under his supervision by certifying in writing such <br />Idelegation. <br /> <br /> 4) That the hiring procedure for non-department head positions shall <br /> be as follows: <br /> <br />a) <br /> <br />Vacancies may be filled follc~,ing resignation or dismissal. <br />Newly created positions may be filled if recognized in the <br />budget by the City Council or when directed by the City <br />Council to be created. <br /> <br />b) <br /> <br />Job posting will be a minimum of one week at the Ramsay <br />Municipal Center and will be published in the official City <br />newspaper(s). The City will also notify all persons that <br />have returned job interest cards, <br /> <br />c) City of Ramsay applications must be completed by all <br /> interested applicants and submitted to the Receptionist. <br /> <br />d) All applications shall be reviewed by the Personnel <br /> Coordinator and Department Head. <br /> <br />e) A list of qualified candidates will be determined by the <br /> Personnel Coordinator and Department Head. <br /> <br /> <br />
