d. Holding Tanks. <br /> <br /> 1. General. Holding tanks may be allowed only as replacements for existing <br />non-conforming urban service area systems and only where it can conclusively be <br />shown that a standard, or approved alternative system cannot be feasibly installed <br />or, where holding tanks can be demonstrated to be more economical than alternative <br />systems. <br /> <br /> 2. Construction. A holding tank shall be constructed of the same materials <br />and by the same procedures as those specified for watertight septic tanks, except <br />that there be no outlet pipe. <br /> <br /> 3. Access. A cleanout pipe of at least six inches diameter shall extend <br />to the ground surface and be provided with seals to prevent odor and to exclude <br />insects and vermin. A manhole of at least 20 inches in dimension shall extend <br />to a point within 12 inches, but no closer than six inches below finished grade. <br />The manhole cover shall be covered ~ith at least six inches of earth. <br /> <br /> 4. Depth of Bury. The tank shall be protected against flotation under high <br />water table conditions. <br /> <br /> 5. Capacity. For a dwelling the size shall be 2,000 gallons, or 400 gallons <br />times the number of bedrooms, whichever is greatest. For permanent structures other <br />than dwellings the capacity shall be based on measured flow rates or estimated <br />flow rates. The tank capacity shall be at least five times the daily flow rate. <br /> <br />6. Location. Holding tanks shall be located: <br /> <br /> (a) In an area readily accessible to the pump truck under all weather <br />conditions. <br /> <br />(b) As specified for septic tanks. <br /> <br />(c) Where accidental spillage during pumping will not create a nuisance. <br /> <br /> 7. Water Meter. A water meter shall be required with all holding tanks <br />to measure the flow to all plumbing fixtures except the outside sillcocks. Readings <br />shall be submitted at least quarterly to the pumper and the Council. Readings <br />shall be used to establish the amount of sewage pumped and hauled. <br /> <br /> 8. Contract. A contract for disposal and treatment of the sewage wastes <br />shall be maintained by the homeowner or pumper with a municipality, agency or firm <br />established for that purpose. <br /> <br /> 9. Accidental Overflow. Holding tanks shall be monitored to minimize the <br />chance of accidental sewage overflows. Techniques such as visual observation, warn- <br />ing lights or bells, or regularly scheduled pumping shall be installed which allows <br />25 percent reserve capacity after actuation. <br /> <br />25 <br /> <br /> <br />
