e. Other Systems. Where unusual conditions exist, special systems of <br />treatment and'disposal' other than those specifically mentioned above, may be <br />employed provided: <br /> <br />Council. <br /> <br />Reasonable assurance of performance of such system is presented to the <br /> <br />2. The engineering design of such system is first approved by the Council. <br /> <br />3. There is no discharge to the ground surface or to surface waters; <br /> <br /> 4. Treatment and disposal of wastes is in such a manner so as to protect <br />the public health and general welfare. <br /> <br /> 5. Such systems comply with all applicable requirements of these standards <br />and with all local codes and ordinances; <br /> <br /> 6. Design criteria is reported to the Agency within one month after <br />installation of the system, where use of such system is allowed by the Council. <br /> <br /> 7. Performance of such system be monitored and reported to the Agency <br />annually for a period of at least five years after installation, including continual <br />monitoring of water used (see Section 4.08 b 5). <br /> <br /> f. Setback Requirement. No setback requirement shall be imposed in the Urban <br />area except in cases where drainfields are installed on property sloping greater than <br />four' feet horizontal to 1 foot vertical. In cases where said slopes are greater than <br />4:1, no drainfield trench shall be located closer than six feet from the ground surface <br />as measured horizontally from the trench bottom. <br /> <br />5.0 INSPECTION <br /> <br /> 5.01 New Construction. The plumbing inspector shall make such inspection or <br />inspections as are necessary to determine compliance with this ordinance. No part <br />of the system shall be covered until it has been inspected and accepted by the <br />plumbing inspector. It shall be the responsibility of the applicant for the permit <br />to notify the plumbing inspector that the job is ready for inspection or re- <br />inspection, and it shall be the duty of the plumbing inspector to make the <br />indicated inspection within 48 hours after such notice has been given. It shall <br />be the duty of the owner or occupant of the property to give the plumbing inspector <br />free access to the property at reasonable times for the purpose of making such <br />inspection. <br /> <br />26 <br /> <br /> <br />
