5.02 Existing Systems. <br /> <br /> (a) The plumbing inspector shall develop or cause to be developed a program <br />whereby existing systems are inspected to determine initial compliance with this <br />ordinance. The inspection shall be conducted so as to cause minimum disturbance <br />to the property. It shall be the duty of the owner or occupant of the property <br />to give the plumbing inspector free access to the property at reasonable times for the <br />purpose of making all system inspections. <br /> <br /> (b) The plumbing inspector shall inspect every individual waste disposal <br />system within the City of Ramsey every 24 months to ensure continued compliance <br />with this ordinance. During this routine inspection, the plumbing inspector shall <br />specifically determine the need for sludge and/or scum removal from septic tanks <br />based on measurements of existing conditions. Maximum allowable levels, determined <br />as outlined in Section 5.02c, shall be three inches between the bottom of the <br />scum mat and the bottom of the outlet device and six inches from the bottom of <br />the outlet device to the top of the sludge. <br /> <br /> (c) Scum can be measured with a stick to which a weighted flap has been <br />hinged, or with any device which can be used to detect the bottom of the scum map. <br />The stick is forced through the mat, the hinged flap falls into a horizontal <br />position and the stick is raised until resistance from the bottom of the scum is <br />felt. The same device can be used to determine the distance to the septic tank <br />outlet device. A long stick wrapped with rough absorbent material and lowered to <br />the bottom will show the depth of sludge and the liquid depth. The stick must be <br />lowered in such a tank location as to avoid unrepresentative readings that might be <br />caused by interference from the scum layer. <br /> <br /> 5.03 Approved Systems. Upon satisfactory final inspecton of the system, <br />the plumbing inspector shall issue to the applicant a certificate of approval. <br />Information contained on said certificate shall include distance measurements <br />from the two nearest corners of the major lot structure to the approximate center <br />of the sewage tank. A copy of the certificate shall be maintained by the City and <br />by the applicant/owner. <br /> <br /> 5.04 ~on-Approved Systems. If upon inspection, the plumbing inspector <br />discovers that any part of the system is not constructed or operating in accordance <br />with the minimum standards provided in this ordinance, he shall give the applicant <br />written notification describing the defects. The applicant shall pay an additional <br />fee of $10.00 for each re-inspectien that is necessary. The applicant/owner shall <br />be responsible for the prompt correction or elimination of all defects and no <br />system shall be placed or replaced in service until all defects have been corrected <br />or eliminated. If such defects are not corrected, the system shall be declared <br />a health hazard in accordance with Section 8. <br /> <br /> 5.05 Training and Certification. The plumbing inspector or his appointed <br />representative(s) shall participate in training courses for local inspectors <br />as they are offered by state and local agencies and shall become certified at <br />such time that certification procedures are established. <br /> <br />27 <br /> <br /> <br />
