4. Any exceptions to the standard requirements of the <br />zoning and subdivision ordinances are justified by the <br />design of the development. <br /> <br />5. The plan will not create an excessive burden on <br />parks, schools, streets and other public facilities and <br />utilities which serve or are proposed to serve the <br />planned development. <br /> <br />6. The planned development will not have an undue and <br />adverse impact on the reasonable enjoyment of neighboring <br />property. <br /> <br />(G) Zoning: Once the proposed plan has been approved, the <br />Planning Commission shall propose an amendment to the Zoning <br />Map for action by the City Council, as outlined in Section 9 <br />of this Ordinance. The planned unit development shall be <br />outlined on the official Zoning Map and labeled ?.U.D. <br /> <br />(H) Annual Review: The Planning Commission shall review <br />all. Planned Unit Development districts within the City at <br />least once each year and shall make a report to the City <br />Council on the~status of the development in each of the <br />Planned Unit Development districts. If the City Council finds <br />that development has nOt occurred within a reasonable time <br />after the original approval, the City Council may instruct <br />the Planning Commission to initiate rezoning to the original <br />zoning district by removing the Planned Unit Development <br />district from the official zoning map. <br /> <br />4.8 <br /> <br />SCREENING: Where any business or industrial use (structure, <br />parking or storage) is adjacent to property zoned or developed <br />for residential use, that business or industry shall provide <br />screening along the boundary of the residential property. Screening <br />shall also be provided where a business, parking lot or industry <br />is across the street from a residential zone, but not on that side <br />of a business or industry considered to be the front. <br /> <br /> Ail exterior storage shall be screened. The exceptions are: <br /> (1) merchandise being displayed for sale; (2) materials and <br /> equipment presently being used for construction on the premises; <br /> (3) merchandise located on service station pump islands. <br /> <br />The screening shall consist of a fence or wall of materials <br />.approved by the Planning Commission not l'ess than six (6) feet <br />/high but shall not extend within fifteen (15) feet of any street <br />~.or dri~-ewa~. The screening shall be Placed a~on~ property lines <br />~'Or fifteen (15) feet from the street right-oz-way. Fl~n~ing' <br /> of a type approved by the Planning Commission may also be required <br /> in addition to or in lieu of fencing. <br /> <br />This Section 4.8 shall not apply to the "U" Districts. <br /> <br />-17- <br /> <br /> <br />
