~ <br /> <br />4.10 <br /> <br />5.1 <br /> <br />5.2 <br /> <br />5.3 <br /> <br />5.4 <br /> <br />JUNK YARDS: All junk yards, salvage yards and automobile <br />wrecking areas shall be screened as described in Section 4.8. <br />Ail existing junk yards shall comply with this requirement <br />witki~ six months of its date of the ordinance or shall <br />terminate their operations. <br /> <br />FENCING: Fencing other than for solely decorative purposes <br />shall be restricted to side and rear yards. <br /> <br /> SECTION 5 - URBAN DEVELOPMENT PE~'IlT AND <br /> PERFORMANCE STANDARDS FOR <br /> "U" DISTRICTS <br /> <br /> PURPOSE: tn order to implement the Urban Planning District <br /> <br />· Study Report and its objectives, it is necessary to adopt the <br /> following, procedures with regard to the UB, UMB, UR, UER and <br /> UC Districts. <br /> <br />CITY APPROVAL No parcel located in any of the "U" districts <br />described in paragraph 5.1 above may be used for any purpose <br />until the proposed use shall be approved by the City and an <br />Urban Development permit has been issued either by the City <br />Council. or Zoning Officer. <br /> <br />TIMING APPLICATION:' The timing of development in relation to <br />extension of major city seFvice systems, including-but not <br />limited to sewer availability, thoroughfare capacity, <br />police and fire protection shall be grounds for disapproval <br />of a request for an urban development permit unless applicant <br />provides, to the City's satisfaction, guarantees that all such <br />service costs will be born by the development until said <br />services can be extended through normal city service development <br />processes. It is the intent of this ordinance that this <br />restriction on development shall apply to the timing of <br />permitted uses and shall operate as a restriction on permitted <br />use approval. <br /> <br />APPLICATION: Applications for an Urban Development permit <br />shall be filed with the zoning officer and shall be accompani <br />by: <br /> <br />(A) An application fee in an amount equal to that <br />set by resolution of the City Council. <br /> <br />(B) .Ten copies of a site plan and supporting data which <br />shows the size, location, and topography of the site, the <br />uses of adjacent land, the proposed 'size, bulk~ use and <br />location of buildings, the location and proposed function <br />of all yards, open spaces, parking areas, driveways, <br />storage areas and accessory structures, proposed screening, <br />the location of all utilities, the provisions for parking, <br />moving or loading of vehicles, and the timing of <br />construction proposed. <br /> <br />-18 - <br /> <br /> <br />
