Traffic into and out of business areas shall in all cases be forward moving with no backing into streets. In the UB and UMB Districts, no vehicular access will be permitted within three hundred (300) feet (measured from centerline) of any intersection to a collector or major thoroughfare. (I) No land shall be developed and no use shall be permitted that results in water run-off, flooding, or erosion on adjacent properties. Such run-off shall be properly channeled into a storm drain, water course, ponding area, or other public facility. All new develop- ment shall include provision of curb and gutter along public streets. (J) No noise, odors, vibration, smoke, air pollution or dangerous wastes shall be created that exceed the following: 1.
