This year's program consists of seven individual projects, covering 16.31 <br />miles. Six projects involve a crack fill/sealcoat project covering 10.28 miles of roadway. One <br />project involves a 1 ½ inch bituminous overlay covering 6.03 miles. Projects were aggregated by <br />properties having similar lot sizes and pavement conditions, usually by subdivision. Total <br />assessable project costs are then calculated for each project and divided equally among the <br />number of benefited properties. A number of assessment practices for multiple frontage lots and <br />lots with frontage along MSA streets have evolved as a result of past Council direction. In <br />summary, the 2002 program to sealcoat and overlay 16.31 miles of City streets has a total project <br />cost of $34,612. <br /> <br />Citizen Input <br /> <br />Linda Axell, 7621 - 150'h Lane NW, Ramsey, inquired as to what MSA meant. <br /> <br />City Engineer Jankowski explained that MSA stood for Municipal State Aid system, which <br />means that a portion of the gas tax comes into the City to pay for the roads. <br /> <br />Ms. Axell inquired as to how they would know if they lived on an MSA road. <br /> <br />City Engineer Jankowski explained that MSA roads are collector streets such as 153rd Avenue <br />and Sunwood Drive. <br /> <br />Tim Kelsey, 7900 - 151'~ Lane NW, Ramsey, inquired if they will be doing a sealcoat prior to the <br />overlay. <br /> <br />City Engineer Jankowski replied no, explaining that an overlay is a 1 ½ inch of bituminous. <br /> <br />Mr. Kelsey inquired if the cracks would be filled first. <br /> <br />City Engineer Jankowski replied yes. <br /> <br />Mr. Kelsey inquired if the City will be correcting the grade difference between the roadway and <br />the driveway. <br /> <br />City Engineer Jankowski replied yes. <br /> <br />City Council/March 12, 2002 <br /> Page 5 of 23 <br /> <br /> <br />
