- 3 - <br /> <br />The Council will use its referral p~ocess and planning authori- <br />ties to provide incentives to local governments that adopt, at <br />an early date, comprehensive plans reviewed by the Council pur- <br />suant to the MLPA. <br /> <br />The Council will continue to follow its previous <br />policy on using comprehensive plans in referral <br />evaluations. <br /> <br />All things being equal, the Council will give pref- <br />erence to referral matters affecting local govern- <br />ments with MLPA plans of record at the Council. <br /> <br />In dealing with requests for changes to metropolitan <br />system plans and in making amendments to metropoli- <br />tan system plans, the Council will consider avail- <br />able local comprehensive plans, and where local <br />plans are not avaialble, metropolitan plans, policy, <br />and forecasts will be substituted insofar as neces- <br />sary and possible. <br /> <br />Local governmental units which fail to submit comprehensive <br />plans by the deadline established by statute or by the dead- <br />line established by a grant extension will not receive further <br />planning assistance funds, and subsequent A-95 and similar <br />referral reviews will receive negative Council comments or low <br />priority in those cases where a local plan would have con- <br />tained factors with a substantive bearing on the merits of the <br />referral item. <br /> <br />As provided by statute, the Council may attach reasonable <br />requirements or conditions to extensions. Conditions and <br />requirements will be considered as appropriate for each <br />extension request. Among those to be considered will be <br />holding back any new or remaining planning assistance grants <br />not yet disbursed; and requiring that the plans being sub- <br />mitted after a long-term extension address the Metroplitan <br />Development Guide and metropolitan system plans as they <br />existed on the date the extension is granted. <br /> <br />Handlin~ Procedure for Extentions of Six Months or Less <br /> <br />Local governments should submit requests to the Metropolitan <br />Council Chairman with the information required in item 3. <br /> <br />e <br /> <br />Local Planning Assistance staff will contact local officials <br />to review the request as to its completeness and to clarify <br />information. Staff will also notify the sponsor of meetings <br />at which the Physical Development Committee or Metropolitan <br />Council will act on the request. <br /> <br />10. The request will be forwarded directly to the Metropolitan <br /> Council for action via the Consent List unless there is a <br /> major issue. <br /> <br /> <br />
