METROPOLITAN COUNCIL
Suite 300 Metro Square Building, St. Paul, Minnesota 55101

March 7, 1979

MEMORANDUM

TO: City of Ramsey CC: Jim Barton
Bob Mazanec
FROM: Lee Start
Local Planning Assistance Staff

SUBJECT: Informal Review of Existing Ramsey Planning Documents

As requested by the Ramsey Planning Commission, I have reviewed the
following:

- Ramsey Urban Planning District Study Report and Comprehensive Plan
Amendment (revised March 19,78).

- Ramsey Comprehensive Sewer Plan (September 1978).

- Ramsey Comprehensive Park Plan (May 1977).

The purpose of this review is to give the city general direction on what addi-
tional things may have to be done to satisfy the requirements of the Metro-
politan Land Planning Act. It is based on the Plan Content Guidelines sent
to [he city in 1977 and on review guidelines and criteria found in the MDG.
The city should clearly recognize that this review is being provided under
the informal comment process established as part of the MetropoliLan Council
Plan Review Procedures. Therefore the comments are informal and advisory in
nature and do not represent the official position of the Metropolitan Council.

General

The chart below shows plan elements required under the Land Planning Act and
whether there is a corresponding Ramsey plan element already prepared.
Specific comments on the adequacy of the existing elements relative to statu-
tory requirements are provided in the sections that follow.

Land Plannin9 Act Plan Elements

Ramsey Existing Plans

1.
