Housing Program <br /> <br />a. Urban Planning District Report <br /> and Comprehensive Sewer Plan <br />b. None <br />c. None <br /> <br />Ramsey's existing plans occur in three separate documents. The Planning Act <br />envisions a single, comrpehensive plan that pulls all elements together <br />and shows their interrelationships. Ramsey should consolidate its planning <br />documents as it responds to the Land Planning Act. At a minimum, it is <br />necessary to prepare an overview which states the basic City development <br />policies and how these policies are linked to the various existing planning <br />documents and the other plan elements that will be prepared to satisfy Land <br />Planning Act requirements. <br /> <br />When reviewing local comprehensive plans the Metropolitan Council makes an initial <br />determination of whether the plan contains enough information to enable the Council <br />to determine its effects on metro systems. The Ramsey planning documents <br />require elaboration in the following areas. These determinations are based <br />on the attached Plan Content Guidelines issued by the Metropolitan Council to <br />Ramsey in 1977 and on review guidelines provided in the various chapters of the <br />MDG. <br /> <br />Land Use Plan <br /> <br />a. Location, Extent and Intensity of Land Uses (Urban Planning District Report) <br /> <br />Land use, height hazard and airspace considerations relating to the <br />existing Gateway North Industrial Airport should be addressed. <br />Airspace safety zones for this airport should also be designated. <br />Specific Mn/DOT regulations which should be considered are described <br />in Ramsey's airport system statement. Specific airport planning <br />questions should be directed to Chauncey Case, 291-6342. If Ramsey <br />decides to pursue a new municipal airport, the City should undertake <br />the necessary feasibility and site selection studies and amendments <br />to the Aviation Chapter of the Metropolitan Development Guide. Ramsey <br />should not include new municipal airport considerations in its <br />comprehensive plan until this process is completed. <br /> <br />Population, household and employment projections for 1980, 1985 <br />and 1990 providing the basis for the plan should be included along <br />with the proportion of the future population which is expected to be <br />located in the 1990 urban area. Use of forecasts substantially <br />different than those provided in Ramsey's system statement and on <br />which metro system plans are based will require detailed substantiation. <br />Forecasts are a major indicator of a plan's consistency with metro <br />plans. Specific questions concerning Metropolitan Council forecasts <br />should be directed to Mike Munson, 291-6331. <br /> <br /> <br />
