-3- <br /> <br />Land Use Plan (Cont.) <br /> <br />Staging and timing of urban service area within the urban planning <br />district should be indicated. Growth staging proposals in the land' <br />use plan should be consistent with sewer service schedules identified <br />in the Comprehensive Sewer Plan. <br /> <br />b. Environmental Protection Element (none currently prepared) <br /> <br />Describe and map significant environmental resources present in the <br />city and provide standards and policies .to manage and protect them. <br />Environmental areas that should be considered include: wetlands, <br />groundwater recharge areas, erodible slopes, forests and woodlands, <br />soils with limitations for development, natural watercourses and <br />floodplains, prime agricultural lands and mineral extraction areas. <br />Areas unsuitable for installation of on-site sewer systems should <br />also be identified. Specific questions on the protection element <br />should be directed to Marcel Jouseau, 291-6402. <br /> <br />c. Housing Element (none currently prepared) <br /> <br />A housing element should be included which addresses the matters <br />indicated in the Plan Content Guidelines and in the Housing Plan <br />Review Guidelines found in the Housing chapter of the Metropolitan <br />Development Guide. Because Ramsey does not currently have metropolitan <br />sewer service, the housing plan need not include specific subsidized <br />housing goals at this time. However, the plan shou.ld indicate a <br />general subsidized housing strategy 'that the city will follow when <br />metro sewer service becomes available. It is possible the Metro- <br />politan Council will allocate a smaller amount of subsidized housing <br />that what is presently allocated, after sewer is available. Without <br />metropolitan sewer service the city's modest-cost housing efforts <br />will be primarily limited to establishing reasonable housing stan- <br />dards, such as the elimination of minimum house size and garage <br />requirements, which can contribute to lower housing costs in the non- <br />sewered area. Ramsey should record modest-cost housing occurring <br />prior to the provision of metropolitan sewer service so these units <br />can be subtracted from the city's modest-cost housing allocation when <br />sewer service does become available.
