- 4 - <br /> <br />Alternatives <br /> <br />~a~oka, Chamulin, RamseY <br /> <br />Several alternatives for Anoka exist which are <br /> <br />1) build a new facility 1 mile upstream; 2)phase out the plant by an interceptor to't_he <br />M~tropolitan Plant; 3) phase out t~he ~lantby an interceptor to a new plant in Fridley; and <br /> <br />4) total land disposal. Each of these alternatives include th~ Chm/nplin and Ramsey flows being <br />treated at Anoka and the Brooklyn Park flow being treated at the Metropolitan Plant. Another <br />opt. ion which was not costed is for the flows from t_he northern portion of Bro'oklyn Park, north <br />of 85th Street, to go back to the Anoka plant. This was not considered since capaoity in the <br /> <br />existing interceptor system is adequate to handle all of Brooklyn Park's flows to the end <br />of the planning period. At some point after 2000 it is anticipated that the flows from the <br />Elm Creek Watershed may be routed through nor%hern Brooklyn Park and then south to the <br />existing interceptor system if the population in this area would warrant sewer service.. <br /> <br />Alternative 1 has a presen~ worth trea~ent cost of $5,256,000 and a 9resent worth inter- <br />ceptor cost of $2,023,000. <br /> <br />Alternative 2 has a present worth treatment cost at Anoka of $740,000, an interceptor cost <br /> to <br />of $8,617,000 and a treatment cost at the Metropolitan Plant/tertia~f levels of $762,000. <br /> <br />Alternative 3 has a present worth trea~u~ent cost at Anoka of $740,000, an interceptor cost <br />of $8,617,000, a treatment cost at Fridley to secondary levels of $1,628,000 and an outfall <br />cost of $9,033,000. <br /> <br />Alternative 4 has a total present worth cost of $20,139,000 or $9,156,000 depending on the <br />type of land disposal chosen. See land disposal plan for further details. The present <br />worth interceptor cost is approximately $2,023,000. <br /> <br />Each of these alternatives is consistent with the Development Fr~ework plan. <br /> <br />Evaluation <br /> <br />Several items musk be considered further namely local costs to Champlin and Brooklyn Park <br />for local lines. The present wor~h cost for Brooklyn Park to build a local trunk line to <br />its aorthern border is $4,163,000 for Cha~plin to build a line from its southern border to <br />the Anoka plant is approximately $1,744,000~ This is only needed for Alternatives 1 and 4 <br />~nd assumes that the ~n~ire system ~s buil~.in, i985 and net ~t~d. <br /> <br /> <br />
