ROS,4'81s <br /> <br />Facilities should be constructed to provide a hiFh <br />level of service for at least 40 years and should <br />meet all applicable construction and operation <br />standards from the state, region and municipality. <br /> <br />Regional Trail Corridors <br /> <br />Regional trail corridors provide for recreation trail <br />activities in linear resources, performing a recreational <br />transportation function connecting and providing <br />access to regional park sties. <br /> <br />Selection criteria include the following: <br /> <br />Corridors may follow natural or man-made features <br />to accommodale a varie~/ of recreational travel <br />modes along linear resources of high quality, <br /> <br />Corridors are located where analysis shows high <br />potential use, generally near major population <br />centers and where they will link metropolitan <br />recreation open space system components. <br /> <br />implementation (development and management) <br />criteria include: ' <br /> <br />^ major direction is to provide safe and enjoyable <br />recreation travel oppponunity. <br /> <br />A major direction is to provide multi-mode and <br />multi-season oppo."runi~' for such typical <br />recreational trail uses as hiking, biking, ski touring, <br />horseback riding and snowmobillhg. Limited-use corridors <br />are possible where physical constraints make' a furl <br />range of use impossible. <br /> <br />Use shouid be controlled for three reasons: to stay <br />within c~..~,ing capacfties, to ensure compatibility <br />of uses with each other and with surroundings, and <br />to prov;de consistent, of trail uses throughout the <br />regiona~ system. <br /> <br />Use by specific mode should be~in and end <br />regional trailhead f~ciiities, or at comparable <br />trailhe~d fscilities when the trail ends in a state or <br />federal recreation system componem <br />connections ~o Ioc3l trail systems. <br /> <br />Regional Special Recreation Features <br /> <br />Regional s~ecial recreation features are in the system <br />tc support pa.,cicipation in needed regional recreation <br />opportunities that ate not generally found in the <br />regional parks, park reserves or trail com,'dors. <br /> <br />Selection criteria include the following: <br /> <br />Special recreation features will allow participation <br />in a way that. may. require one or more of: 1) <br />special managing or programming, 2) unique <br />facilities not typical of developments in regional <br />parks or 3) specific resources that may not qualify <br />as a regional park or do not occur within regional <br />parklands. The <br />uniqueness of the activity, development or site <br />forms a principal criterion, along with the <br />participatory nature of the recreation use <br />envisioned. <br /> <br />Special recreation features are located where an <br />appropriate high-qualilT site exists that will <br />adequately serve a major unmet need or demand <br />in the region within or without regional parkland. <br /> <br />Special recreation features should be located, where <br />a high-quality site, compatible in use with ils <br />surroundings, occurs in closest proximity to <br />potential users. <br /> <br />Implementation criteria include the following: <br /> <br />A direction to develop and manage the special <br />features to provide a high ievel of participation in <br />the highest quality and most enjoyable experience <br />possibie consistent with a continui.n.g high level of <br />service. <br /> <br />MuRi-season uses are encouraged, as are multiple <br />uses comp~;ibie with the special recreation <br />features. <br /> <br />%'here the nazure of the actK,i~, and the resources <br />permits, specia] recreation features should <br />encourage use and enjoyment by all segments of <br />the population. <br /> <br />To be included in the reffional system, a proposed <br />special feature must satisfy two conditions: <br /> <br />The special feature must be determined to be <br />approp,qate for the regional system. A major <br />criterion will be the potential it has for <br />increasing use, awareness and appreciation of <br />existing system unizs. Another wiii be potential <br />for extending the range of recreation <br />opportunities available 'to residents of the <br />region. If a special feature is determined to be <br />inappropriate for lhe system, the Council' may <br /> <br />15 <br /> <br /> <br />
