CASE <br /> <br />SUBMITTAL OF APPLICATION TO THE METROPOLITAN LANDFILL ABATEMENT FUND <br />DEMONSTRATION PROJECT GRANT FOR CITY OF RAMSEY <br /> DECENTRALIZED BRUSH CHIPPING DEMONSTRATION PROGRAM <br /> By: Mark S. Banwarl, Community Development Direclor <br /> <br />Background: <br /> <br />Minnesota Statutes, Section 473.844 of 1he Minnesota Waste Management Act authorizes <br />Metropolitan Council to make grants for landfill abatement activities. Funding for the <br />Metropolitan Council's programs comes from Metropolitan Landfill Abatement Fund which is <br />generated from receipt of 25 cents per cubic yard of solid waste accepted and disposed of at <br />Municipal Solid Waste Landfills in the Metropolitan area. The Metropolitan Council's grant <br />programs are available to assist the region in meeting its goal of diverting 20% or more of the <br />solid wasle currenlly generated from being landfilled, using Iow-technology abatement <br />approaches, by the year 1990. One of these programs is the Demonstration Project Grants, <br />which are designed to establish working models of innovative approaches to landfill abatement in <br />the seven county Metropolitan area. Demonstration projects are experimental in nature and are <br />intended Io test new methods in institutional relationships that, if successful, can be replicated <br />throughout the region. <br /> <br />On November 17 and November 29, 1988, the Landfill Commission had been working on a grant <br />proposal. The proposal is basically an expansion of the current pilot brush chipping program <br />with a much more developed public information component. The purpose of the proposed grant <br />will be to: <br /> <br />1. Expand the brush chipping program. <br /> <br />Provide public information on a neighborhood basis, including neighborhood meetings, to <br />promote good horticultural practices of good vegitation selection, diseased tree control. <br /> <br />3. Avoidance of landfill disposal of brushy materials and on-site usage of these materials. <br /> <br />4. A gradual elimination of the need for burning permits. <br /> <br />5. Resolution will be available at meeting. <br /> <br /> <br />
