CONSIDER AUTHORIZING BENEFITS CONTRACTS FOR 2005 <br /> <br />By: Givonna Reed, Human Resources Manager <br /> <br />Background: <br /> <br />The City currently receives health, dental and life insurance benefits through Blue Cross <br />Blue Shield, Delta Dental and the Standard respectively. Staff is recommending that the <br />City remain with these three companies for benefits in 2005. <br /> <br />In addition, this year staff is introducing a new benefit: an employee assistance program <br />(EAP) administered by T.E.A.M.. The purpose of the employee assistance program is to <br />provide employees with confidential counseling services related to marriage, stress, <br />finances, legal issues, etc. Services are available to the City of Ramsey's regular and <br />seasonal employees, fire fighters and police reserves. The cost to the City is $1,650 for <br />the EAP as approved in the 2005 budget. <br /> <br />Further, in the past the City has administered its flexible spending plan in-house. <br />Flexible spending plans allow employees to pay for certain medical and dependent care <br />expenses pre-tax. Staff is proposing that the flexible spending plan be out-sourced to <br />Passport for 2005. The cost to the City for out-sourcing the flex spending plan is $1,250 <br />as approved in the 2005 budget. <br /> <br />Committee Action: <br /> <br />Motion to approve 2005 benefits contracts with Blue Cross Blue Shield, Delta Dental, <br />the Standard, T.E.A.M. and Passport for health, dental, life insurance, EAP and flexible <br />spending services, respectively. <br /> <br />Reviewed by: <br />Assistant City Administrator <br /> <br />CC: 12-14-04 <br /> <br /> <br />
