CONSIDER AUTHORIZING A COLA FOR
NON-UNION EMPLOYEES FOR 2005

By: Givonna Reed, Human Resources Manager

Background:

Aimually the City Council adopts the compensation plan for non-union employees. The
compensation plans for all city employees are based upon a six-step plan that provides for
five 4% increases annually on the anniversary date of the employee pending satisfactory
performance.

Additionally, City employees have historically been afforded an annual cost of living
adjustment (COLA). For 2005, a 3% COLA was approved for the AFSCME and LELS-
Patrol bargaining unit members. Historically, the COLA approved for AFSCME and
LELS members has also been applied to non-union staff. The attached resolution
provides for approval of a 3% COLA which would be effective January 1, 2005.

Committee Action:

Motion to recommend approval a resolution authorizing a 3% COLA for non-union,
regular City employees.

Reviewed by:
Assistant City Administrator

PC: 12-14-04
