The area shown as Zone B' is 11.39 acres and has a net density of 6.92 units per- <br /> acre. The area shown as Zone C (including the area approved as Town Center Gardens) is <br /> 31.85 acres, with a net density of 6.8 units per acre. Both Zone B and C fall within the R- <br /> 2 Residential District requirements. <br /> <br />Streets: The revised sketch plan shows a combination of public and private Streets. The <br />sketch plan proposes to extend 147th Lane west at Rhinestone St NW from the remainder <br />of the Town Center Gardens plat. A temporary cul-de-sac will need to be provided on <br />147th Lane NW; this street also exceeds the maximum cul-de-sac length as outlined in <br />City Code. A variance will be required to construct this street as shown on the sketch <br />plan. Olivine and Peridot are proposed to be extended north to serve the northeast corner <br />of the plat. <br /> <br />The revised sketch plan shows 148th Avenue being extended to the western b0undary 6f <br />the plat. This is in compliance with City Code and the recommendation of the Planning <br />Commission at their August 4, 2004 meeting. It should also be noted that private streets <br />within the plat must be designated as £n:e lanes. Additional 'comments regarding the use <br />of private streets will be provided at the preliminary plat stage. <br /> <br />The northeast parcel currently excluded from the plat will not receive access to Ramsey <br />Blvd. from Anoka County. Access may need to be provided through this development. <br />Also, the sketch plan is showing '~ two driveways onto 149th Ave NW; staff will <br />recommend that these units gain access through the interior of the plat rather than directly <br />onto 149th Ave NW. The sketch plan has been forwarded to Anoka County for comment. <br /> <br />Grading and Drainage: A drai.nage and grading plan must be submitted at the preliminary <br />plat stage. A permit will need to be obtained from the Lower Rum River Water <br />Management Organization and the MPCA for this development and wetlands must be <br />delineated. The drainage plan will need to detail potential impacts on water levels in the <br />existing wetland. Adjacent' residents have already called the City with concerns about this <br />project. <br /> <br />Traffic Generation Analysis: A traffic analysis was done with the 1st addition of Town <br />Center Gardens, which assumed townhome development in the area currently being <br />platted in the 3rd Addition. Staff will verify that the assumptions used in the original <br />traffic analysis still hold true. <br /> <br />7. <br /> <br />Utilities and Water Usaae: The development will need to be served by municipal water <br />and sanitary sewer. <br /> <br />.. <br /> <br />Park Dedication: The proposed plat will be forwarded to the Park Commission for a <br />recommendation on park dedication. The City has the option for cash, land, or a <br />combination of the two. It should be noted that the Park Dedication tee in effect at the <br />time of: final plat approval is what will be charged. <br /> <br /> <br />
