!!i.

C. Structure of Team

The Firm proposes to draw upon the expertise of attorneys
in the Governmental Relations Department and professionals
from solutions, Inc. to form a team to represent the
Cities. Charles Weaver will act as the lead attorney for
the team. He has considerable experience as lead attorney
for other clients at the Minnesota Legislature. Wendell
Anderson, Theodore Mondale and Todd Vlatkovich will be
the Governmental Relations Department attorneys with
primary responsibility to assist Mr. Weaver. When needed
and appropriate, any of the personnel from the
Governmental Relations Department will be available to
lobby on behalf of the Cities.

The professional services provided by Solutions, Inc., are
also available to round out the team representation of the
cities. Public affairs and public relations services
offered by Solutions, Inc. would be made available
following consultation as to the exact services needed, if
a nv.

We believe that the proposed team would provide a strong
and effective voice for the area. It may be necessary to
substitute for some team members or add additional team
members depending on the exact issues being addressed and
the desired approach. The Firm is capable of taking total
responsibility for particular mat~ers and providing all of
the necessary services.

The Firm is prepared to be very flexible and adapt to the
desires of the Cities. We believe that it will be
necessary for us to have an extensive dialogue with %he
Cities 5o develop the appropriate team and working
re!ationshiDs. We look forward to working closely with
members of ~he Cities ~o fashion the appropriate team and
approach.

S~P~A_mGY

A.
