12. Secur. ity. Fencing. The permit holder shall install permanent 6' <br /> chain link fencing around the perimeter of the landfill site. All <br /> fence shall be installed prior to beginning landfill operations. <br /> It shall be the responsibility of the permit holder to maintain <br /> the perimeter fence in good repair. <br /> <br />13. Runoff Recuirement. The permit holder shall provide the <br /> capability to outlet the percolation pond to a future storm sewer. <br /> <br />surface water originating outside and passing through or adjacent <br />to the landfill site shall, at its point of departure from the <br />landfill site, be of equal quality to the water at the point where <br />it enters or abuts the landfill site. The operator shall perform <br />any water treatment necessary to comply with this provision. <br /> <br />14. Cover Vegetation. Reclaimed fill or borrow areas shall be <br /> surfaced with soil of a quality as specified in condition or <br /> as may be amended by MPCA requirements. Such required topsoil <br /> shall be planted with legumes and grasses. Such planting shall <br /> adequately retard soil erosion. Weeds and any other unsightly or <br /> noxious vegetation shall be cut or trimmed as may be necessary to <br /> preserve a reasonably neat appearance and to prevent seeding on <br /> adjoining property. <br /> <br />15. Workinq Conditions. The fill area shall be kept neat and sanitary <br /> at all times. The size of the active face on which demolition <br /> debris is being deposited shall be kept to a minimum and shall be <br /> · covered immediately after disposal of wastes. <br /> <br />16. Dust and Noise. Fugitive dust emission shall be controlled at the <br /> Landfill Site as necessary by undertaking the following: road and <br /> trail surfaces within the Landfill Site shall be wetted with water <br /> cr an appropriate deliquescent chemical whenever dust levels <br /> become unreasonable as dete~ined by the City Administrator. Dust <br /> co~:~: sh be <br /> ~ves all utilized to the extent necessary on cover <br /> material such as stock piles to reduce wind erosion as well as on <br /> other exposed surfaces as appropriate.
