Councihnember Zimmerman stated that the Burns Town Center is required to comply with two <br />back to back 100-year storm requirements and questioned why they (Ramsey) aren't doing that. <br /> <br />Principal Engineer Olson replied that that is an instance where there is not an overflow. <br /> <br />Councihnember Anderson stated that when there are two ponds they do some treatment of the <br />water, if there is only one pond, that fulfills the treatment of the water before it goes into the <br />pipe. <br /> <br />Principal Engineer Olson explained that there can be one pond that accommodates two back to <br />back 100-year rain events and would still provide the water treatment. <br /> <br />Mayor Gamec recommended that they discuss the use of the funds at a future meeting. <br /> <br />Principal Engineer Olson inquired if staff could narrow the Stormwater Assessment Policy to the <br />uses of the Stormwater Management Fund. <br /> <br />Mayor Gamec requested that staff develop a written policy for the Council to consider. <br /> <br />Councilmember Anderson inquired as to the impact of the possible changes to the MPCA <br />requirements. <br /> <br />Principal Engineer Olson explained that the MPCA is looking at requiring a comprehensive <br />drainage plan that would require the City to document all pipes and cleanings of the system etc. <br /> <br />Councilmember Anderson questioned the cost of developing such a plan. <br /> <br />Principal Engineer Olson replied that they are estimating the cost to be $20 to $40 per household. <br /> <br />2) Public Nuisance Ordinance <br /> <br />Sergeant Way explained that he had been approached by Councilmember Anderson regarding <br />numerous complaints she has received regarding the use of dirt bikes. He explained that the <br />Police Department has received numerous complaints over the years in regards to ATV's as well, <br />so the Police Department reviewed the current Public Nuisance Ordinance. Sergeant Way <br />explained that he researched information from seven cities regarding their nuisance ordinances in <br />order to modify the City's ordinance. The major changes to the existing ordinance included the <br />use of radio, musical instruments, etc., as well as operating any noise creating blower or power <br />fan, internal combustion engine, motor boat, recreational vehicle etc. The ordinance allows them <br />to give a t'orrnal complaint or citation. <br /> <br />City Administrator Norman noted that staff will have City Attorney review the ordinance and <br />bring forward for Council consideration. <br /> <br />City Council/May 21, 2002 <br /> Page 3 of 8 <br /> <br /> <br />
