The subject property is
31.66 acres in size. The preliminary plat is proposing to subdivide the subject property into 42
single-family lots for a net density of 2.01 units per acre. The proposed lots meet the minimum
standard for lot area and lot width. The subdivision is proposing to gain access from State
Highway #47 by the extension of 156th Lane. MnDOT will be requiring State Highway #47 to be
upgraded to include left and right turn lanes. The preliminary plat is providing two cul-de-sacs
into the development that meet the cul-de-sac length restriction established in City Code. An
access to the south has been provided to facilitate future development for the proposed Wildlife
Sanctuary 3rd Addition and Lots 1, 2, 3, Block 4, Wildlife Sanctuary 2nd Addition. The
development of Lots 1, 2, 3, Block 4, will be contingent upon the construction ofIodine Street in
Wildlife Sanctuary 3rd Addition. The City engaged the services of SRF Consulting to conduct a
noise mitigation analysis for the project area. The result of the analysis concludes that noise
mitigation measures for the proposed development would not be reasonable since the
construction of l56lh Lane would limit the effectiveness of a sound barrier. The Park and
Recreation Commission is recommending park dedication be satisfied by a cash payment and the
Developer continue to work with staff regarding the exact location of a bituminous trail located
within the development. The City is also reviewing development proposals for Wildlife
Sanctuary 3rd Addition to the southwest, Sunflower Ridge to the south, and Evergreen Point to
the southeast. The installation of streets, sanitary sewer, municipal water and storm sewer will
have to be a coordinated effort between all four proposed development areas. The Planning
Commission reviewed the proposed preliminary plat and held a public hearing on May 2, 2002.
There was no citizen input during the public hearing. The Planning Commission recommended
the City Council approve the preliminary plat contingent upon compliance with staff review
letter dated April 26, 2002, revised May 24, 2002.

City Council/May 28, 2002
Page 11 of25
