<br />. <br /> <br />. <br /> <br />. <br /> <br />Councilmember Anderson inquired as to how they will get extra turning lanes at 156th Lane. <br /> <br />Principal Engineer Olson replied that passage of the development will require that the developer <br />work with MnDOT to get the approved turn lanes constructed. The intersection will have to be <br />widened and to what standards will be made by MnDOT to make a safe intersection. He noted <br />that the intersection is proposed to be signalized in the future. <br /> <br />Councilmember Hendriksen stated that Lot 10 concerns him as it relates to the wetland. <br /> <br />Principal Engineer Olson explained that currently there is no requirement to be a certain distance <br />from the wetland, but that is something the Environmental Task Force will be working on. <br /> <br />Councilmember Hendriksen stated that the City should not allow development to occur in an <br />area where after the developer is gone it becomes the problem of the City. <br /> <br />Principal Engineer Olson replied that engineering wise, the lot can be built on without having to <br />fill any wetlands and provide flooding protection. <br /> <br />Councilmember Hendriksen stated that the City had a problem along Barium Street where the <br />home was built on a slope near a wetland. <br /> <br />Principal Engineer Olson suggested looking at the requirement of a retaining wall system to <br />address erosion concerns. <br /> <br />Mayor Gamec suggested having the City Engineer review the lots, but he was confident that <br />there would not be a problem. <br /> <br />Principal Engineer Olson stated that as part of the final grading plan, staff can ask for retaining <br />walls to be constructed on slopes that look like they are going to be a problem. The area along <br />Barium Street was not a wetland issue and could have been fixed with a retaining wall or filling <br />in a portion of the pond to give the property owner more of a backyard. <br /> <br />Councihnember Hendriksen stated that the City, at its expense, acted to correct a house that was <br />built in a similar circumstance. The City spent a great deal of time and resources on what was <br />not caught during site plan review. He wants to be proactive in this instance where the same <br />situation might be created. <br /> <br />Principal Engineer Olson inquired if Councilmember Hendriksen had any other areas of concern. <br /> <br />Councilmember Hendriksen expressed concern with lots 11, 10,9, and 8. <br /> <br />Councilmember Zimmerman inquired if there will be backyards on some of the lots along 157th <br />Avenue because they are so close to the wetland. <br /> <br />City CounciVMay 28, 2002 <br />Page 12 of 25 <br />
