<br />. <br /> <br />. <br /> <br />. <br /> <br />Principal Engineer Olson replied that it would depend on the market and whether people will <br />want to live on the wetland. <br /> <br />Councilmember Zimmerman suggested that they move the cul-de-sac to the east to assure that <br />people have backyards. <br /> <br />Mayor Gamec stated that a lot of people would prefer to have a wildlife area in their backyard, it <br />will be the decision of the people purchasing the property. <br /> <br />Principal Engineer Olson noted that staff is asking that the developers construct a positive <br />overflow to the Rum River. <br /> <br />Councilmember Hendriksen inquired if the wetlands currently do not have an outlet. <br /> <br />Principal Engineer Olson replied that that was correct. <br /> <br />Councilmember Hendriksen inquired as to what the ground floor elevation was. <br /> <br />Principal Engineer Olson explained that the WMO has the requirement that the development be <br />two feet above the 100-year flood level and each one of the houses will comply. <br /> <br />Councilmember Hendriksen inquired as to how the WMO determines the 100-year level when <br />there has been no runoff in the area. <br /> <br />Principal Engineer Olson replied that there would be less runoff than prior to the development. <br />He noted that the City has hired Hakanson Anderson to put together a comprehensive drainage <br />plan for the area to assure that there is adequate drainage in the area. <br /> <br />Councilmember Hendriksen inquired if staff was recommending that if the Council approves the <br />plan it is done with the recommendation that there be a positive outlet. <br /> <br />Principal Engineer Olson replied yes. He noted that the developers are going to be coming back <br />with a proposal. <br /> <br />Councilmember Hendriksen inquired if the developers were requesting that the City pay for <br />overflow out of sewer and water fees. <br /> <br />Principal Engineer Olson replied that the developers are asking to use sewer and water trunk <br />charges, but staff will be looking into that further. <br /> <br />Councilmember Hendriksen stated that preliminary plat approval is when the developer receives <br />vested rights. <br /> <br />City CounciVMay 28, 2002 <br />Page 13 of 25 <br />
