<br />. <br /> <br />. <br /> <br />. <br /> <br />stubbed street be removed from the plat and that there be a l5-foot undisturbed area along his <br />property. <br /> <br />Mayor Gal11ec stated that typically the stubbed street is barricaded so that people do not drive <br />through. <br /> <br />Principal Engineer Olson stated that staff asked the developer to put the stubbed street in with <br />sewer ancl water utilities, but there will be no driveways so they could plat it and do away with <br />stubbing the utilities. <br /> <br />Mayor Gamec stated that they are better off stubbing in the street and blockading it. <br /> <br />Principal Engineer Olson noted that there won't be a need to plow the stubbed street in the <br />winter, which would eliminate any problems during the winter months. <br /> <br />Councilmembcr Kurak inquired as to what the City can do to prevent existing homeowners from <br />having this type of thing happen because it has happened to her property as well. <br /> <br />Principal Engineer Olson replied that there must be two-foot contours for all developments and <br />they cannot grade on private property. <br /> <br />Mr. Peterson, Orrin Thompson Homes, stated that it is not the kind of thing they wish to happen. <br />He explained that there was a problem with the grading contractor that should not have <br />happened. He suggested that the City require developers to install tree fence along the entire <br />property line. He noted that he has committed to Mr. Giles that he will do so in this case. <br /> <br />Mayor Gamec requested that Mr. Peterson meet with Mr. Giles and staff to resolve the issue. <br /> <br />Mr. Giles stated that he has no problem with the development, he only wants the buffer zone. <br /> <br />COllncill11cmber Anderson stated that it would be wise to include the fencing requirement. <br /> <br />Principal Engineer Olson replied that they could include the requirement in the standard review <br />letter. <br /> <br />Councilmember Kurak requested that the issue be added to a City Council work session agenda. <br /> <br />Councilmel11ber Hendriksen inquired as to what expectations adjoining property owners should <br />have if there is trespassing occurring. <br /> <br />Principal Engineer Olson replied that he would hope the property owner would contact him <br />directly. If they do, he will request the contractor stop, and if the contractor is unwilling to stop <br />he will have had the police stop the contractor. <br /> <br />City CounciVMay 28, 2002 <br />Page 15 of 25 <br />
