<br />. <br /> <br />. <br /> <br />. <br /> <br />Sanctuary Addition. The subject property is 7.50 acres in size. The preliminary plat is proposing <br />to subdivide the property into 13 single-family urban lots. Net density for the proposed <br />development has been established at 2.8 units per acre. The proposed single-family lots meet the <br />10,800 square foot minimum lot size and 80-foot lot width (90 feet for corner lots) requirement. <br />Oakwood Land Development is proposing to extend Iodine Street to the south in order for <br />Wildlife Sanctuary 3rd Addition to derive public access to Highway #47. The development of <br />Wildlife Sanctuary 3rd Addition is contingent upon final platting and the construction of Iodine <br />Street in Wildlife Sanctuary 2nd Addition. The Park and Recreation Commission is <br />recommended that park dedication be satisfied by a cash payment and the developer continuing <br />to work with staff regarding the exact location of a bituminous trail within the development. The <br />development will be subject to the permitting process of the Lower Rum River Watershed <br />Management Organization (WMO) and the MPCA. The Planning Commission reviewed the <br />proposed development and held a public hearing on May 2, 2002. There was no public input <br />during the public hearing. The Planning Commission recommended that the City Council <br />approve the preliminary plat contingent upon compliance with staff review letter dated April 26, <br />2002, revised May 24, 2002. <br /> <br />Councilmember Zimmerman requested that a drainage plan be included in the agendas. <br /> <br />Principal Engineer Olson reviewed the drainage plan. <br /> <br />Councilmember Anderson inquired if the sidewalk/trail plan kept in mind the idea of children <br />walking to school. <br /> <br />Principal Engineer Olson reviewed the sidewalk/trail plan for all four proposed developments. <br /> <br />Councilmember Kurak inquired as to how they were going to address tree preservation. <br /> <br />Community Development Director Frolik reviewed the trees that will be preserved on the site. <br /> <br />Councilmember Anderson noted that City Code only requires one tree per single family home, <br />but felt they could do better. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Zimmerman, to approve the <br />preliminary plat for Wildlife Sanctuary 3rd Addition contingent upon compliance with City staff <br />review letter dated April 26, 2002, revised May 24, 2002, the rezoning of the property to R-l <br />Urban, the finding of a positive outlet and working with staff on the 100 foot corridor, the line <br />being installed appropriately and the funding of those items acceptable to the City Council, and <br />tree preservation plan. <br /> <br />Motion carried.
