. . . Sanctuary Addition. The subject property is 7.50 acres in size. The preliminary plat is proposing to subdivide the property into 13 single-family urban lots. Net density for the proposed development has been established at 2.8 units per acre. The proposed single-family lots meet the 10,800 square foot minimum lot size and 80-foot lot width (90 feet for corner lots) requirement. Oakwood Land Development is proposing to extend Iodine Street to the south in order for Wildlife Sanctuary 3rd Addition to derive public access to Highway #47. The development of Wildlife Sanctuary 3rd Addition is contingent upon final platting and the construction of Iodine Street in Wildlife Sanctuary 2nd Addition. The Park and Recreation Commission is recommended that park dedication be satisfied by a cash payment and the developer continuing to work with staff regarding the exact location of a bituminous trail within the development. The development will be subject to the permitting process of the Lower Rum River Watershed Management Organization (WMO) and the MPCA. The Planning Commission reviewed the proposed development and held a public hearing on May 2, 2002. There was no public input during the public hearing. The Planning Commission recommended that the City Council approve the preliminary plat contingent upon compliance with staff review letter dated April 26, 2002, revised May 24, 2002. Councilmember Zimmerman requested that a drainage plan be included in the agendas. Principal Engineer Olson reviewed the drainage plan. Councilmember Anderson inquired if the sidewalk/trail plan kept in mind the idea of children walking to school. Principal Engineer Olson reviewed the sidewalk/trail plan for all four proposed developments. Councilmember Kurak inquired as to how they were going to address tree preservation. Community Development Director Frolik reviewed the trees that will be preserved on the site. Councilmember Anderson noted that City Code only requires one tree per single family home, but felt they could do better. Motion by Councilmember Kurak, seconded by Councilmember Zimmerman, to approve the preliminary plat for Wildlife Sanctuary 3rd Addition contingent upon compliance with City staff review letter dated April 26, 2002, revised May 24, 2002, the rezoning of the property to R-l Urban, the finding of a positive outlet and working with staff on the 100 foot corridor, the line being installed appropriately and the funding of those items acceptable to the City Council, and tree preservation plan.
