Voting Yes: Councilmembers Hendriksen, Anderson, Kurak, and Zimmerman. <br />Voting No: Mayor Gamec. <br /> <br />Case #9: <br /> <br />Request for Preliminary Plat Approval of Sunflower Ridge; Case of <br />Oakwood Land Development <br /> <br />Community Development Director Frolik stated that Oakwood Land Development has applied <br />for preliminary plat approval of a townhome development proposed to be named Sunflower <br />Ridge. The property is generally located north of Alpine Drive and west of T.H. #47. The <br />property is approximately 18.6 acres in size. The sketch plan proposed 131 units; the <br />preliminary plat is proposing 126 units, which equates to a net density of 6.9 units per acre when <br />the wetlands are factored out. Interpretation of lot size requirements in the current R-3 Urban <br />Residential standards require a total lot area of 644,000 square feet for the 126 units proposed; <br />the parcel is 812,394 square feet in area. In accordance with the new private street policy, the <br />preliminary plat is proposing a main public street through the project area and it extends north off <br />of Alpine Drive and continues to the north boundary of the plat, providing access to the north. <br />There are also two public street extensions to the east into Evergreen Point. Per the Planning <br />Commission's request at the time of sketch plan review, another public street has been <br />incorporated into the plat that provides access to the west. The street to the west will be designed <br />as a future through street. It was also noted at the time of sketch plan review that a majority of <br />the driveways were onto the public streets. The developer has reworked the public streets and <br />private driveway collectors, and reoriented buildings so that now 79 of the 126 driveways will <br />access onto private collectors. The City Engineer has revised the specifications for curbing to <br />allow for surmountable curb. Details have been submitted and appear to be similar to curbing <br />allowed in other new developments. A preliminary utility plan has also been received. City staff <br />and the developers have been working very closely to coordinate the design and installation of <br />the utilities in Sunflower Ridge and Evergreen Point to the east and Wildlife Sanctuary 2nd and <br />3rd Addition to the north. The Comprehensive Stormwater Plan for the area was updated by <br />Hakanson Anderson. The Planning Commission conducted the preliminary plat public hearing <br />on May 2. There were no verbal or written comments submitted. The Planning Commission <br />recommended preliminary plat approval subject to compliance with the City Staff Review Letter <br />dated April 24, 2002, revision dated May 23, 2002. <br /> <br />Councilmember Kurak inquired if the parks will be passive parks. <br /> <br />Community Development Director Frolik replied that they will have common green space, not <br />dedicated park. <br /> <br />City Council/May 28, 2002 <br />Page 18 of 25 <br />
