Voting Yes: Mayor Gamec, and Councilmembers Kurak, and Anderson. <br />Voting No: Councilmembers Hendriksen and Zimmerman. <br /> <br />Case #12: <br /> <br />Request for Preliminary Plat Review of Evergreen Point; Case of Edina <br />Development <br /> <br />Principal Planner Trudgeon stated that Edina Development has submitted a preliminary plat for <br />Evergreen Point, a 11 O-unit townhome development on the northwest corner of Alpine Drive and <br />State Highway. #47. The property is in the process of being rezoned to R-3 Urban Residential to <br />allow for medium density residential development. The property is approximately 24.11 acres in <br />size. As mentioned above, the property is currently in the process of being rezoned to R-3 Urban <br />Residential, which allows for medium density residential development at a density not to exceed <br />seven units per acre. The preliminary plat reflects a net density (subtracting Alpine Drive and <br />T.R. #47 road right-of-ways and wetlands) of 6.8 units per acre. The development received a <br />variance to the 35-foot front yard setback requirement at the May 2, 2002 Board of Adjustment <br />meeting. The structures will be set back 25 feet from the edge of the right-of-way. The proposed <br />townhomes consist of four and six unit structures. The site plan approval process for the <br />development will review these units in more detail. In accordance with the newly adopted street <br />policy for multiple residential developments and suggestions from City Staff, Planning <br />Commission, City Council, and the developer has worked diligently to design the preliminmy <br />plat with a combination of public streets and private driveway collectors, two accesses onto <br />Alpine Drive and two accesses to the adjacent property to the west. The City Engineer has <br />reviewed the grading plan and made some technical recommendations for the final grading plan <br />required at the time of final plat approval. The project is subject to the review and permitting <br />process of the Lower Rum River Watershed Management Organization (WMO) and MPCA. <br />The standard drainage and utility easements are proposed around the perimeter of the plat. In <br />accordance with City policy, the wetlands and stormwater ponds are also proposed to be <br />encumbered with drainage easements. The proposed easements for sewer and water extensions <br />comply with the Utility Plan. The Landscaping Plan identifies existing tree stands; either the <br />Plan has to be modified to also identify tree removal limits, or an addendum to the Grading Plan <br />will be required to identify both existing tree stands and removal limits. All other aspects of <br />landscaping are reviewed as part of the Site Plan approval process. The proposed plat identifies a <br />sidewalk along the west side of Germanium Street. A trail, rather than a sidewalk, is proposed <br />along Fluorine Street in lieu of a trail adjacent to T.H. #47. Because of the wetland to the north, <br />it would be difficult to install a trail adjacent to #47. The City has engaged the services of SRF <br />to do a traffic noise level study on several pending residential proposals along T.H. #47. A 10- <br />foot sound wall or a combination of berming and sound wall must be completed as part of this <br />development. The Planning Commission recommended approval of the preliminmy plat subj ect <br />to compliance with the City staff review letter. <br /> <br />City Council/May 28, 2002 <br />Page 22 of 25 <br />
