<br />. <br /> <br />. <br /> <br />. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to approve the preliminary plat <br />for Evergreen Point Townhomes contingent upon compliance with City staff review letter dated <br />April 26, 2002, revised May 23, 2002, and subject to the rezoning of the property, the finding of <br />a positive outlet, and working with staff on the 100-foot corridor, the line being installed <br />appropriately and the funding of those items acceptable to the City Council, metering of the <br />sanitary sewer line, and the sound wall being constructed to the same quality as the sound wall <br />and on the east side ofT.H. #47. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, and Anderson. <br />Voting No: Councilmembers Hendriksen, and Zimmerman. <br /> <br />Case #13: <br /> <br />Request for Site Plan Review of Evergreen Point; <br />Development <br /> <br />Case of Edina <br /> <br />Principal Planner Trudgeon stated that Edina Development has applied for site plan review to <br />develop 110 townhomes on the property located west of Highway #47 and north of Alpine Drive <br />NW. All of the driveways are at least 25 feet in length and do not exceed the 20-foot width <br />restriction at the street. City Code requires a minimum of 280 off-street parking spaces and 415 <br />are proposed within garages, driveways and parking nodes. After review with staff and the <br />Planning Commission, it was agreed to remove 39 spaces located in parking nodes located on <br />public streets, therefore, a total of 376 parking spaces are provided. City Code requires that <br />garages be at least 240 square feet in size. The double garages proposed are 324 square feet and <br />the single garages are 252 square feet. Lot coverage is restricted to 35% and the coverage in the <br />project is approximately 13%. The structures on private streets meet the 25-foot setback <br />established in the new private street policy. The structures on the public streets are also proposed <br />to be set back 25 feet from the back of curb rather than 35 feet from the road right-of-way line. <br />The applicant received a variance to the setback requirements at the May 2, 2002 Board of <br />Adjustment meeting. A Landscape Plan has been submitted that is generally acceptable and <br />meets the City's minimum standards. City staff will continue to review the plan and make <br />comments regarding the plan at a future date. The City has engaged the services of SRF to do a <br />traffic noise level study on several pending residential proposals along T.H. #47. A 10-foot <br />sound wall or a combination of berming and sound wall must be completed as part of this <br />development. The noise reduction solution will need to be included as part of the final plat <br />submittal. Limited infOlmation has been provided regarding the building plans. The City has <br />received floor plans and elevations for the 4-unit buildings. The 4-unit buildings will be vinyl <br />siding with brick accents on the front elevation. Each unit will be at least 889 square feet in size. <br />If the lower level of the units are finished, a there will be a total of 1,523 square feet of finished <br />area in each area. The proposed sizes for the 4-unit building meets the minimums prescribed in <br />City Code. Although it appears that the proposed six-unit buildings will meet minimum <br />standards, staff will need to verify that the units do. The applicant will be providing this <br />additional information. The Planning Commission recommended Site Plan approval contingent <br />upon compliance with the City staffreview letter. <br /> <br />City Council/May 28, 2002 <br />Page 23 of 25 <br />
